The European Commission has put the focus on Andalusia plans to temporarily expropriate homes to banks that threaten to evict families at risk of exclusion. In a letter to the Ministry of Economy to which Efe had access, the Commission doubts that these regional regulations are consistent with the commitments made by Spain for European financial aid.
In Brussels, the proposal announced by Andalusian and other some regions may conflict with its commitments Spain when he signed the document setting out the conditions for the country to receive funds to bail out the banks, the so-called memorandum of understanding. In the letter sent to the Ministry of Luis de Guindos, the Commission requested further information on these regional measures to assess whether they are consistent with the agreements. Brussels also regrets the risk they pose to the banks these initiatives at a time when Spain is making efforts to achieve stability of its financial system.
The doubts raised by Brussels affecting especially the decree passed last month by the Junta de Andalucía, which provides temporary housing expropriation of banks that threaten to evict families at risk of exclusion and penalties of up to 9,000 euros to financial institutions and real estate that have empty houses and refuse to rent them. The Canary Islands government also announced that it will follow the path Andalusian and amend its housing law to expropriate the empty floors of banks and real estate.
The housing decree is in force and ratified by Parliament, but now it will handle it as a bill, which will correct it with amendments. On Wednesday, the Deputy Minister of Public Works meeting held in Brussels with MEPs organized by MEP Willy Meyer UI, father of Amanda Meyer, general secretary of Housing and one of the architects of the decree.
After hearing the decision by the European Commission through the media, the Minister of Public Works and Housing Elena Cortes (IU), recalled that the standard has been validated in Parliament with no votes against and is "fully constitutional". "Nothing is above the Constitution," said Cortes told this newspaper. "It is surprising that Europe has been 20 years without ruling on the incompatibility of the Spanish law of mortgages and with the European consumer protection and has already sent a letter against the decree Andalusian only a month ago that was approved "lamented Cortés. "Parliament has validated the decree and the Board will defend the sovereignty of the Andalusian people," concluded the Minister.
