After four sessions, the Nuclear Safety Council (CSN) has given approval to the nuclear plant Santa Maria de Garona (Burgos), Spain's oldest and twin of Fukushima, continue another year open. The decision was taken by three votes in favor and two against. The CSN has made it a condition to give free rein to Nuclenor, owner of Garona, "no fuel in the reactor enter" without permission. For him to do would have to undertake a series of investments, changes learned from the accident at the Japanese central Fukusima Dai-ich.
Were in favor of this extension President Fernando Martí (PP) and the directors Fernando Castelló (PP) and Antonio Gurguí (CiU). The counselors of the PSOE, Cristina Rosario Velasco Narbonne and reject the proposal. Narbonne and Velasco on Monday presented a separate dissenting opinion in which express the reasons that have been opposed.
The Nuclear Safety Council is a condition that Garoña enter the reactor fuel
Nuclenor Garoña owner, intends to continue as an active power, but does not produce electricity, waiting for the reform of the energy system that prepares the Government may find it favorably. The company could benefit from an extension of the deadlines for nuclear life to 60 years instead of the 40 years that often have now, or a tax cut.
The meetings in the CSN had run aground. "The technicians told the directors who have no time to study this application, you need nine months," says a source close to the Nuclear Safety Council.
If Nuclenor not renew your license before July 6, would close. The panel argued so far that did not come out profitable remain open. For this reason they let the deadlines and extension officers to ask a little over a week launched the proposal to remain active for another year even without electricity. The request has been made out of time and manner as to qualify for this formula the government should modify a decree. CSN technicians were working precisely Garoña dismantling.
Narbonne denounces government pressure and Industry to be resolved in "a time and a way intolerable"
After the meeting, the Minister Cristina Narbonne (PSOE) government has denounced pressure and the Ministry of Industry, Energy and Tourism, for the CSN to rule "at a time and an intolerable form" on the request of Nuclenor. Narbonne considered Nuclenor could ask for a new license for Garoña even if it were to close on July 6, the date of cessation of operation. This would, according to the socialist councilor, a more appropriate solution, "according to the rules, procedures and compliance with the regulatory body."
The Ministry of Industry asked the Nuclear Security Council on May 16 to rule on whether before 1 June, the government could change the ministerial order of June 28, 2012 so that Nuclenor may request an authorization for a year. The Minister believes that these ACTIONS socialist jeopardize the credibility of the CSN and pose a "huge lack of respect" for the agency and its technicians. Technical reports that have been done on the cessation of operation of Garoña totaling more than 3,000 hours.
Ecologists in Action, Greenpeace and Salvia agree that, with this decision, the CSN has lost credibility, as it has been "forced to issue technical reports five working days" and has created an "anomaly" since there is no precedent of a switch that has requested voluntarily stop without producing.
