No one disputes that justice is slow in Spain . But many argue that this slowness is precisely what makes rigorous , fair, scientific . However, there are increasing examples of procedural long trips anywhere. Today , eleven years later , justice condemns the first defendant who was the cause of Prestige : Apostolos Mangouras , Greek captain of the oil tanker Prestige .
