The Government charged 0.25 euros per month , a total of 3 euros a year, operating companies internet connection for each contracted in Catalonia , with the aim of encouraging the production and improvement of the Catalan audiovisual industry , announced today the Minister Culture , Ferran Mascarell . The Minister explained that this is a new tax on Internet content providers for the promotion of the audiovisual sector, which is expected to raise each year about 20.5 million euros. The rate could be approved before the summer.
The proposal for the creation of a new rate took months on the table and Culture department left the audiovisual sector , namely Federated Audiovisual Producers ( BOW ) . However, initially was estimated at 0.20 cents would mean revenue of about 16 million euros per year. This figure , according to the announcement Mascarell has been revised upwards because in addition to the purpose for the audiovisual sector , a special fund will be created to ensure that all public cultural facilities in Catalonia have free internet access and maintenance cultural heritage linked to the audiovisual sector.
Mascarell said today that the main sector operators such as Telefónica, Ono , Vodafone and Jazztel are studying the proposal , which in principle run counter , as they announced a few months ago in a blunt statement. The phone companies argue that they are already paying 5% of their income to fund the European audiovisual sector and Spanish and complain that a new Catalan rate would do nothing to harm you . In recent months , the Government has met with each of the operators affected by the new tax : Optus, Vodafone, Telstra, Jazztel and ONO. It has not reached any agreement so the debate between the phone companies and the Government will continue.
The Government took the proposed sector - in a deep financial crisis , finding also that it is on broadband rates that already exist in France , UK or Germany . In that sense, Mascarell said it is " necessary to strengthen and assist the audiovisual production itself , as in other European countries when they express cultural exception to defend their cultural and linguistic positive legacy."
It has also recognized that the Catalan government does not have " all the means necessary to protect the Catalan language and culture" and has made no secret that in recent years several factors have converged in the decline of funding for audiovisual productions. At this point, Mascarell has indicated that in just 11 years between 2001 and 2012 - the spectators in the galleries have been halved , and stressed that the contributions of public budgets have also been cut in half , stressing that in the case of funds from the Ministry of Culture " in the last two years have gone."
