" All mechanisms for cooperation in intelligence operations are launched ," proclaimed the then Prime Minister, José María Aznar, after meeting at the White House with U.S. President George W. Bush , on November 28, 2001 , just three months after the attacks of 11 -S against Washington and New York.
Aznar spoke not without foundation. A few weeks before had preceded his visit to the U.S. the CEO of Spanish secret service, then called CESID (Centre for Defense Information ), Jorge Dezcallar .
The boss of Spanish spies went to the headquarters of the Central Intelligence Agency ( CIA ) in Langley ( Virginia), and the National Security Agency (NSA ) , in Meade ( Maryland ) , to meet with their top , George J. Tenet and Lt. Gen. Michael V. Hayden , who after five years has replaced the first.
"We knew that Middle Eastern countries offered to interrogate detainees"

Dezcallar was received with great cordiality . Not surprisingly, the Cesid was the same September 11 , the first foreign service contacted the CIA to be made available . In the following months , Spain became a priority objective of the investigation, after news that Mohamed Atta, the leader of Al Qaeda suicide pilots , had met with Ramzi Binalshibh in Tarragona , personal envoy Bin Laden two months before the attacks.
Solidarity with the U.S. was not without interest : Aznar saw 11 - S the opportunity to turn terrorism that Spain had suffered three decades alone, the priority issue on the international agenda .
An official of the Spanish intelligence service at the time maintains, however, that " in any meeting , formal or informal, raised anything illegal. Cooperation All they asked for, and lent , scrupulously suited to the rule of law. "
However, Washington's decision to turn the fight against terrorism in a global war and treat the detainees as prisoners deprived of any rights , which would be reflected in the concentration camp at Guantanamo cooperation difficult , according to the same ex responsible , who says that Spain " never shared that vision , even at times of greater political harmony ."
Publicly, the Spanish rulers avoided any criticism of the methods of their American allies. Asked by a statement by U.S. Vice President Dick Cheney , who defended the dirty war and suggested that the CIA should hire " a few undesirables" , the then foreign minister , Josep Piqué, El Pais said : " I do not think we should now lost in semantic details. "
" We never knew that detainees transferred by our airports . But if we had known, to the environment that existed at the time, could have not resist ," says a soldier who at that time occupied a high position in information services .
According to the register of European air traffic control organization Eurocontrol , the first stop on a plane chartered by the CIA on Spanish soil occurs on December 11, 2001 . An L-100 Hercules from Bermuda (USA ) lands in Tenerife and the next day goes to Antalya ( Turkey). In 2002 six scales occur and the next year 16. Palma and Tenerife are the busiest airports, Libya and Morocco and the destinations that are repeated .
All the sources agree that the CIA never informed the Spanish authorities of the scales of its planes , although some lasted several days. A former ensures that a standard written not obliged to inform the counterpart service when traveling to a foreign country , especially if it is a friendly country. But this rule does not seem to apply to the U.S..
Indeed, the only element in those years that clouded cooperation between the Spanish intelligence service and the CIA was its lack of reciprocity. "We were providing them all the information we needed and we did not even have them then what they did with it ," recalls the military already cited.
He must learn the Cesid ? Than going through Spanish airports although Americans not being told ?
Mallorca is not just any place . Summers there the royal family and a German minister of the time spent more time in the Balearics in their own country. The local branch of the secret service was reinforced to control an Islamist group and , according to some sources , there was a basis for monitoring communications in the Mediterranean and North Africa .
In addition , airports are places of special interest to the secret services, and the most important , as Barajas, no permalinks National Intelligence Center (CNI ), substitute Cesid .
However, the former head of Cesid mentioned ensures that "no one raised the alarm , never suspected there was anything irregular. Otherwise , he would have investigated and held accountable would have the head of the CIA office in Madrid."
"Probably ," he admits , " if instead of Americans have been Russian or Cuban , things would have been different."
If someone has called attention to the passage or routes those planes , the U.S. diplomatic passport acted as incontestable pass and nobody asked more questions .
Actually , not so surprising considering that the military agreement with the U.S. agrees to Spain to ask whether or not the Navy ships that dock in Spanish ports not carry nuclear weapons. Or if you consider that the MoD ignores the identity of thousands of passengers in the same period, carried the Spanish Hercules made available to the U.S. in Afghanistan. How then ask for the passage they were in their own planes ?
And yet , there was more than enough to imagine what was happening clues. "We knew we had Middle Eastern countries that were offered to interview detainees ," recalls the former head of CESID . "I said : ' we leave it a couple of months and tell you all what interests ' We did not even propose what we revolted , but were aware that these things were done . " .
Actually , it was enough to read the newspaper . The November 25, 2001 , three days before Aznar 's visit to the USA , COUNTRY published an article by Bob Woodward , the journalist who uncovered the Watergate , which ended with this sentence: "The Egyptian secret service has been particularly active and collaborator with the CIA. Egypt has one of the best and most ruthless intelligence services in the Middle East , and some of those arrested in other countries as part of the raids related to September 11 have been sent to Egypt for interrogation and judged. "
A month later, on December 18, 2001 , two Arab residents in Sweden were arrested , handed over to the CIA and transferred to Cairo ( Egypt) . Suffered the same fate , in February 2003 , the cleric Abu Omar, abducted in Milan by the CIA and transported to Egypt.
The February 28, 2005 , Newsweek revealed U.S. routes flights chartered by the CIA to move extrajudicial prisoners to countries where they could be mistreated . On March 12 , Diario de Mallorca began reporting the scales for these flights at the airport of Son Sant Joan .
CNI Research
The CNI, like the Guardia Civil , scales investigated aircraft chartered by the CIA allegedly the airport of Son Sant Joan after the destapase Diario de Mallorca . Government sources say that no evidence of the commission of criminal acts " in Spanish territory " were found.
This precision is important. If it is true , as it appears that the Boeing -737 taking off from Mallorca on January 23, 2004 was the same as that raised in Skopje (Macedonia ) German citizen Khaled el Masri, kidnapped on the border of Serbia and subjected mistreated for five months in Afghanistan , the offense was allegedly committed outside Spanish territory.
Regarding the four flights between March and September 2004 , bonded Spanish airports of Tenerife, Palma and Barcelona Guantanamo Bay ( Cuba ) , the possibility of no prisoners would get moved from the realm of hypothesis. Before the official requirements , the United States has said that it has not breached at any time the Spanish legislation. And the Government has given good.
