The Government believes that abortion reform will be positive for the economy
The report on the impact of the new law that made Justice notes that the birth rate will rise
Justifies the change to "no decline" in the number of abortions that have actually fallen

The Ministry of Justice believes that reform of the abortion law , which only allows abortion in cases of rape or serious danger to the physical or psychological health of women, will have a " net positive impact " on the economy because they derive an increase in the birth rate. This is one of the arguments that the department collects Alberto Ruiz -Gallardón in Memory of Regulatory Impact Analysis accompanying the controversial bill approved by the Cabinet in late December .
The document , which handles data and outdated tables, also justifies the reform by the "no reduction " in the number of abortions with the current law, which allows a woman to terminate her pregnancy without having to give any reason up to 14 weeks of gestation - . An argument that belie the latest figures from the Ministry of Health Social Services and Equality, in its latest report, published in late December but was completed weeks ago - finds that interventions decreased by 5% with the law came into force in 2010 and now the executive Mariano Rajoy repeal intended .
The report , which was sent to some agencies along with the bill for analysis clarifies that the " primary " purpose of the reform is not economical. And even mentions the economic impact of the increase in the birth rate for the alleged decline in the number of abortions , argues that this key is difficult to quantify . Neither Justice analyzes which itself could be an economic impact of reform : the cost to health services of this intervention. The abortion is a provision included in the basic portfolio of public health, and therefore are the regions its supporters , most of them through agreements with private clinics, which account for 90 % of these interventions . The new law does not take the abortion of the core portfolio but reducing the circumstances permitted and because of bureaucratic obstacles , the number of operations is reduced by the established channels this does generate an impact on health budgets .

Memory, which has advanced the Cadena Ser , also notes that the bill has a positive impact on people with disabilities because deleting the course currently allow terminate pregnancy in cases of severe fetal abnormality " eliminates the so-called ' eugenic abortion . " The document, prepared by the Ministry of Justice and has been sent to some agencies along with the bill for analysis , argues that this is "reinforces " the implementation of the Convention for the Protection of Rights of Persons with Disabilities .
Positive impact of gender
The text which follows is justified , as does the title of the standard itself ( Ogánica Law for the Protection of Life designed and the Rights of Pregnant Women), an important ideological . Ensures, among other things , that the rule will have a positive impact of gender because it supports motherhood and returning to a system of assumptions , which permit abortion only in cases of rape or serious risk to the health of women , are not restricting or limiting the rights of women.
He argues that the many bureaucratic and administrative steps that the new law provides for women to access this health benefit ( a report certifying the serious health risk signed by two physicians , the advice and a period of seven days before intervention , for example ) actually "protect" their freedom.
In addition, the department justifies Ruiz -Gallardón reform because its law " fails to consider the right to abortion as a woman and as a method of family planning." Insists pursued to tackle the number of abortions and no data , argues that while in Spain the number of abortions has risen in the European environment have not . Justice also erroneously suggests that this intervention has increased among children under 19 years . Actually , according to Health ( made with the official figures of all autonomy ) , abortions declined in 2012 in all age groups , but whereas in 2011 was 13.65 per thousand women up to 19 years they terminated their pregnancy in 2012 was 12.95. In years when a law in force assumptions , similar but somewhat more permissive to which the Government has approved it , as in 2007 or 2008 was not down from 13.5 per thousand women of that age.
Consultations and expert reviews
In the document sent to organizations such as the General Council of the Judiciary or different departments of the Ministry of Health Social Services and Equality , Justice says that in writing the draft took into account the case law and comparative law , as well as various expert reviews . One point that has angered health and women's organizations . Some because they were not consulted during the development of the standard . Others, such as experts in prenatal diagnosis, because their medical criteria and their opinion is not taken into account .
