Inflation rose a tenth in December from the previous month and ended 2013 at 0.3% , the lowest annual rate since 1961 , when it began to make time series, according to data released Wednesday by the National Statistics Institute (INE ) .
The December inflation figure is a tenth higher than that advanced the INE two weeks ago and is due to the rising prices of fuels and lubricants for transport and diesel fuel for home heating . The underlying inflation rate , which excludes the evolution of energy prices and food dropped by two - tenths in December and stood at 0.2 %, below the overall CPI .

The most influential groups in this price developments were transport , ranging from 1 % (seven more than the previous month tenths ) and housing, whose variation added a tenth to 0.0% .
