Spain faces a lost decade

Spain risks losing three generations of welfare , social rights and democracy to continue the current policy of cuts and austerity . According to the Crisis report , Inequality and Poverty , published by Oxfam , in collaboration with Doctors of the World , UNICEF , Caritas network of organizations and social action of the Society of Jesus , the country is about to become a dual society rich and poor, you enter the first 15 times more than the second in 10 years. A disproportion could crack the social peace.
The data are compelling. José María Vera , director of Intermón , warns that to follow the path of adjustments, " Spain will reach 18 million people at risk of social exclusion in 2022 ." 40% of Spaniards ( two in five ) would be in poverty . Such a high rate that it will take two decades to regain the levels of poverty before the crisis , according to estimates by the NGO.

To reach these conclusions , the organization has compared the current situation with the Spanish experience of Latin America during the so-called lost decade in the sixties and seventies, or the crisis of the Asian tigers unleashed in July 1997 with the devaluation Thai and topped with Russian bankruptcy a year later , among other devastating consequences for East Asian currencies, whose poverty levels also increased exponentially. "After decades denouncing the vulnerability of poor populations in those regions of the world before the imposition of austerity and adjustment, with terrible consequences , we see the same situation in Spain ," says the report.
Spain can become a dual society of rich and poor
The work of the organization based on fears that Latin America and East Asia took between 15 and 25 years to reduce poverty levels to pre- crisis they suffered . His experience has led the organization to conclude that , if the policies are being implemented in Spain are not changed, can take two to three decades to regain the level of welfare that existed before the crisis began in 2008.
Vera adds that " the recipes that are being implemented in Spain are only going to increase unemployment , poverty and inequality." The CEO of the organization stresses , as does the study, " there are differences between Europe and Latin America and East Asia , but there are many similarities that can lead Spain to an untenable situation." He adds : "The same adjustment policies, international organizations that submitted to both areas are the same as that Spain is suffering , just under another name, austerity."
The report suggests three lines of change in the development model needed to guarantee the fundamental rights of people and their welfare. The first recommendation is the creation of a fairer tax collection system , " fighting against tax havens , establishing progressive tax measures , and imposing a tax on financial transactions to allocate its resources to combat domestic and international poverty," says Intermón .
Changes in policy will lead to a new social contract
The second is to shield social policy and development cooperation to the ongoing fiscal adjustments are made. The organization also calls for a democratic regeneration , greater transparency of institutions.
Stefan Meyer, associate director of Doctors of the World , one of the reviewers of the report, said he was "very concerned" about the situation of health care in Spain . According to Meyer, the cuts that are being applied in this area " are a throwback to society" , that " the apparent increase social gaps between rich and poor." Also emphasizes that " health is a universal law and policy can not play with it."
Marta Arias , one of the partners of the study , director of advocacy and UNICEF child policy states that " Spanish children are at risk . Since 2008 we have seen an increase in poverty in the smallest and all indications are that this will continue to increase , "he says .
Oxfam adds that , despite the obvious abuses of power in the financial system are not required responsibilities to those who created this situation, as if it was done in Iceland , and the social changes taking citizenship will lead to a redefinition a new social contract between citizens and the state.
