After five months as head of Poland's relations with Europe, Piotr Serafin, 38, committed to moving as quickly as possible toward union bank.
Question. The Polish foreign minister said he feared a Germany inactive more than a powerful Germany. It has been a year of that speech, have they fulfilled their fears?
Response. We have seen progress. The most important was that the ECB will prevent Europe is hostage to the markets and the announcement that the euro is irreversible. The worst is over. We are more optimistic than before the summer.
P. Germany, the Netherlands and Finland question the recapitalization of banks and the banking union calendar. Is it a breach of the already agreed?
R. I see the letter from the three ministers as a sign of their legitimate concerns and as a bargaining chip. But we must be careful not to undermine the positive atmosphere in the markets after the ECB decision.
P. Germany wants to slow down in union bank.
R. We must not give significant results this year and conclude negotiations in 2012 or early 2013.
P. Does it seem realistic timetable proposed by Brussels?
R. We must reach an agreement between the Twenty, but we feel it is urgent. For financial markets will be important to ensure that we move forward.
P. The Polish economy begins to stagnate. Do they fear contagion from the euro crisis?
R. Poland relies heavily on the Eurozone. We expect to grow by 2% this year and there are forecasts that in 2013 too.
P. Beginning to show an atmosphere of disappointment in the country.
R. Ahead with structural reforms. It is true that the pension is not the most popular, but necessary. The problem is how to convince people. We have five years in government and, despite expectations too high, there is some understanding of external conditions. Meeting revealing that demonstrations are not focused on economic issues.
P. What would have to happen for Poland entered the euro?
R. EMU must create a framework that prevents you from repeating past mistakes. Poland has to be involved in this process in order to tell the public that we have learned the lesson of the crisis.
P. When will it happen?
R. We all need to trust in the euro. But it will be very difficult until growth returns to the Eurozone. Even the Poles, most Europeans, remain far more cautious than ever about the entry into the euro.
