Catalan pharmacies live this Thursday one-day strike to protest the non-payment of the Generalitat, which owed 190 million euros relating to the billing of drugs purchased in July and August. The strike, which has the support of 80% of the members, with a minimum service to guarantee opening of not less than 173 pharmacies throughout Catalonia, where a total of 3,100 establishments. Pharmacists say they never received the money and feel "bargaining chip in the political situation."
"We have received the payment," he said on Wednesday at a press conference the president of the Council of Colleges of Pharmacy Catalonia (CCFC), Jordi Dalmases, referring to the 99 million that the Government pledged on Tuesday to pay in a maximum of 48 hours. Soon after, the Minister of Health, Boi Ruiz claimed that pharmacies charge debt today, just as the blinds are drawn.
The € 99 million received from the Autonomous Liquidity Fund (FLA) will be entered in accordance with the statement by the Minister, on Thursday morning. "The Government has made every effort to pay before 23 October," but has not received the money by the central government "until Wednesday," said Boi Ruiz before participating in the ceremony commemorating the 800th anniversary Santa Caterina Hospital of Girona. Ruiz income attributed the delay to "operational issues of the banks."
Health is obliged to pay the pharmacy the amount of buying drugs on the 5th of each month. According to the regulations governing these payments (pharmaceutical care concert signed between CCFC and CatSalut) the rule is that the Government makes payment 35 days after the last day of the month in which the billing of pharmacy. According to the rules, then, on October 5 Catalan pharmacies should have entered payments for August. But the reality is that, today, the last month which appears with the accounts of pharmacists is June.
"We feel like a weapon or bargaining chip in the political situation that we live in right now," said Dalmases, referring to the hypothetical coercion, from the Central Government, it is committing against the Government through the pharmaceutical service Catalonia. "From Dalmases refused to give more explanations on this comment because, he said," it's very clear what I mean. " According to the president of the four colleges Catalans, pharmacists are now dependent Autonomous Liquidity Fund (FLA), because "the only bank that can leave money to Catalonia is the Spanish state," he said.
On Tuesday, Finance Minister Cristobal Montoro, announced that it would move "immediately" for 99 million that Catalonia could repay outstanding accounts maintained with pharmacists since September. From Dalmases again regretted the delay: "Currently the transfers are made by pressing a key, do not travel by bus", "We are financially exhausted" complained of Dalmases, who said that "many pharmacies are being forced to close." The reality of pharmacists is that, since October 2011, waiting for 35 days to collect is actually 65. A year ago, without a word or explanation, the Government fails to comply with what was agreed at the concert, 30 days delayed payment.
The Catalan government defaults are just one of the many setbacks it has suffered the Catalan pharmaceutical sector since early this year. Pharmacists and screamed to the sky with the apparent lack of communication and improvisation of the Government this summer with the arrival of two new taxes for prescription drugs prescribed: the rate of one euro for each prescription from a pharmacy in Catalan payment based on the patient's income for each drug, which took effect in July and August respectively.
From Dalmases ruled yesterday that this is the beginning of a calendar of protests and qualified that is only intended to "give the warning signal that the administration is not being done by drugs." The CatSalut website has a list where you can check which is the nearest pharmacy on duty during the strike joranada today.
