The annual public sector salary in 2010 was 30.8% higher than the average salary of 22,790.20 euros, according to a survey published this morning the National Statistics Institute. The sample, however, does not include government employees assigned to mutual funds but only those listed in the General System of Social Security, which leaves out the vast majority of officials and does include employees of public companies . The average in the Administration in 2010 amounted to 29,811 euros, while the private sector was 21,231 euros. Against that difference of 30.8% in the Administration with respect to the average salary, remuneration in companies is 6.8% lower.
It is the first time the study of INE detailed information on salaries of officials and provides a comparison with private companies. The most significant difference in the staged Administration operators of plant and machinery (59.3%) and workers in food services, personal protection and vendors (58.1%). The jump was milder in the case of office workers, 15% of the manufacturing and construction industries as well as scientists. In the case of managers, however, the situation is different as the study says that their salaries are 9% lower than their private sector counterparts.
Wage developments contained in the report occurred the year the Prime Minister, José Luis Rodríguez Zapatero, announced the first batch of the long list of cuts that have been implemented since then. With respect to officials in May 2010 approved a reduction of 5% of their salary, which remains frozen since then. But these are not the only bad news for public employees. Mariano Rajoy announced on its wide range of cuts approved in July that they removed the Christmas bonus this year, but workers must also quote a fee that will never occur.

The Independent Trade Union of Civil Servants (CSIF) sees "malice" in the data released today. "Lately we are taking to the streets to protest and statistics intended to mean a society we are erroneously highly paid" complains the union vice president, José Fernandez. By excluding the officers attached to each other, the number two CSIF considers the report "unreliable" because it "leaves out teachers, judiciary and armed forces." Fernandez is "clear" that "a director of a public company earns more than another of the Administration, that sure is below average."
The union officials considered that there are many bodies and various scales within the public sector to establish objective half. Fernandez shows his conviction that the mean wage published by the INE is inflated for what they charge managers. "A manager of any public company earns more than the Prime Minister, may enter up to 100,000 euros a year," he explains. Fernandez says, "when compared with banks, public employees earn less sure."
Average annual wage
The survey released this morning by the INE is done in all States of the European Union (EU) in a harmonized way. The average gross annual salary in Spain, which also includes public sector workers not assigned to mutual funds, was 22,790.20 euros in 2010. The difference between the average wage and salary more frequent or modal (16,489.96 euros) was over 6,000 euros.
On average, men gain (EUR 25,479.74) was higher than that of women (19.735.22). The average annual salary for women was, therefore, 77.5% of men, although this difference to be qualified in terms of other labor variables (type of contract, working hours, occupation, age ...) that have a major impact on salary. Thus, if we consider the EU definition of structural indicator pay gap between women and men, which uses ordinary income per hour worked as a basis of comparison, the difference stood at 15.3%.
Note that the number of women who earned less than 14,000 euros was greater than the number of males. From this figure, the number of women who received each salary level was always lower than men with the same salary.
Differences by type of contract
As for the type of contract, the average annual salary of workers with temporary contracts was 32% lower than in contract indefinitely. The occupation is crucial and, in this respect, the difference between the contract managers and the rest is abysmal. The distance in 2010 was as high as 148.4% on average. Scientists and support professionals also received greater remuneration, namely 45.6 and 22.5%, respectively. Other workers charged an amount less than the average.
Statistics show that the highest paid economic activity two years ago was the supply of electricity, gas, steam and air conditioning, to 48,803.35 euros per worker per year, a 114.1% increase over the annual average. It is followed by financial and insurance activities with 41,638.7 euros, 82.7% more than the national average. At the other extreme lie the salaries of hospitality workers with an average of 14,629.55 euros.
The Basque Country was the region with the highest wages (an average of 26,593.7 euros), followed by Madrid (25,988.95 euros) and Catalonia (24,449.19 euros). Canary (19,315.56 euros), Extremadura (19,480.55 euros) and Galicia (20,241.99 euros) registered the lowest average.
For ages, more experienced employees and senior charged 14,885 euros more than workers labor market entrants. The median annual salary in 2010 between 20 and 24 years was 13,349.15 euros, compared with EUR 28,234.60 charged employees who were 55 to 59 years.
