Autonomous communities were responsible for most of the last year's deficit. Brussels has put the magnifying glass on regional accounts and calls for the Government to control the deviation of the autonomous budget. Therefore, the Ministry of Finance wants to take the tie to regional deficits. This forced all communities in May to approve plans adjusted financial balance of 18,000 million. These had tax increases and spending cuts, most of the measures will have an effect on the last stretch of the year. In recent weeks, for example, it is already having consequences for closing the tap on health and education.
However, according to recent data released by the Treasury, communities have taken more cuts until June projected in financial balance plans approved in May. During the first six months, the regional executives have cut noninterest expenses 7.95% (about 5,885,000) to 68.149 million, when the commitment made in the adjustment plans was to reduce costs by 0.04% to end of years, as evidenced by the budget execution report for the first half prepared by the Ministry of Finance.
In the coming days the department heads Cristobal Montoro make public a detailed report with the degree of implementation of these commitments adjustment.
The document before the end of September also reveals that the collapse of income has been higher than in the plans of adjustment. In the first half of noninterest income primarily derived autonomies-tax revenue, fell 6.6% to 62.379 million (about 4.409 million) when they had planned in their balance plans an increase of 0.82% end of year balance plans.
Communities are offsetting the collapse in revenues through greater spending cuts. It is difficult to achieve regional territories recover revenue in the second semester. Most of the fiscal measures adopted by the Government-VAT rise, changes in corporate tax and other-no impact on regional coffers.
More cuts until end of year
Therefore, it is expected that the regional governments further accentuate their cuts until year end. Almost all apply the measures approved by the Executive Rajoy affect civil-suppression-Christmas bonus and others have advanced other measures. For example, the Valencia announced Friday it will lay off 3,000 employees of its public sector, 40% of the total workforce by removing 46 companies.
The central government will also have to accentuate the cuts. Although state revenues grew 6% during the first eight months, reaching 66.825 million in the same period noninterest expenses rose by 8.9% to 106 015 000, by higher borrowing costs and increased transfers to help regions.
Among the communities that have implemented more stringent cuts highlights Castilla-La Mancha, which has reduced its costs by 38.96% during the first six months of the year. Or Baleares, which has reduced noninterest expenses 27.08% when one had foreseen in his financial plan costs increased 3.62%. On the side of the laggards is Catalonia, which approved its plan to balance your expenses drop of 13.37% in the current year to June was only 3.75% cut.
On the revenue side, stands Aragon, which fell by 13.67% when the Treasury had committed only 3.86% would fall. Valencia, who happens to be one of the regions most in need of funding, had estimated that it would increase its non-interest income 9.96%, but the reality shows that through June fell by 13.38%. Castilla-La Mancha is in a similar situation: had planned to raise its revenues by 3.04%, but these have fallen 12.01% through June.
A relief of 40,000 million in loans

The supervision of the Ministry of Finance on regional accounts is total. Since I passed the stability, which allows the government to intervene to wasteful communities who breach the deficit target, the government has tightened the noose on regional accounts. Cristobal Montoro, Minister of Finance, have been tightened a noose to avoid deviations, but in return they have put on the table a hearty aid package of up to 40,000 million to provide funding and alleviate their financial suffocation.
One of the first measures was a line of Official Credit Institute (ICO) to fund debt maturities amounting to 5,000 million, which soon disappeared due to financial constraints of the communities. The ICO has not provided so far what autonomies joined this line and its amount.
To kill bills in drawers that some regional administrations had become common practice, the Government launched the provider payment plan. Autonomy joined this line in exchange for paying any outstanding invoices. The result was that signed a loan for a total of 17.718 million 3.7 million to pay bills.
Despite this, the communities continue suffocated. Therefore, the Government, after elimination of hispanobonos, launched in September Autonomous Liquidity Fund (FLA). This is a credit line of 18,000 million euros that have already joined seven regions (Valencia, Catalonia, Andalusia, Murcia, Castile-La Mancha, Asturias and the Balearic Islands, which was announced on Friday).
But in addition, Treasury also established other mechanisms to help the impoverished regional finances that have embarked on expenses now, with falling revenues, they find it difficult to finance. In late January they anticipated liquidation 3,716,000 Financing System 2010 I had to pay in July. In addition, five years were allowed to defer the debt with the Treasury for settlement of regional funding in 2008 and 2009 (about 2.426 million this year).
Until June has advanced to Catalonia (860 million), Valencia (680) and Castilla-La Mancha (220 million) payments on account of monthly revenue settlements. All to meet the deficit committed for this year, at 1.5% of GDP.
