TRANSPARENCY LAW
If you insist, you come to La Moncloa
The Government urged to consult a deputy suggestions to the Transparency Act out of Congress

The Transparency Law, that it has to allow the public management is conducted in a less opaque and more transparent for the citizen, follows the convoluted path that began after the Deputy Prime Minister, Soraya Saenz de Santamaria announced the initial text in March, days before it could consult publicly.
And so, stumbled, continued processing. With modified text ads that were available at the time of the announcement. With the preliminary reports, which were not available at the time of issue, and in the beginning, with a special procedure that opened to society the opportunity to argue, suggest or recommend the elimination or inclusion of certain aspects.
Those public input 3600 have not been consulted. The open approach of this process of consultation did not include the caveat that the information could be made public and, therefore, the Government remains "secret" to avoid violating the Data Protection Act.
The zeal in their care is not limited to citizens but has spread to the deputies and they have not been able, so far, to access it. The Socialist deputy Meritxell Batet, claimed, when the bill came to Congress, the ability to query these contributions before submitting amendments to the text, in order to know what were the concerns of groups and citizens who submitted suggestions. In response received a report on the suggestions but no original contributions, which insisted on the issue.
The answer, now, has come from the Secretary of State for Parliamentary Relations, José Luis Ayllon, who urges to move to La Moncloa to see that information. Ayllón argues that transferring these documents to Congress could breach the Data Protection Act which, in his words, not infringed if this does not come out of La Moncloa, ie the right guard is only possible in the government headquarters .
"With the renewal of the request, the Government has decided, in order to combine the best possible protection of data of citizens who participated in the consultation and parliamentary law discloses a process that is part of a legislative process, articulating a mechanism to provide satisfaction to the Honourable Member and Executive desire to achieve this as transparent as possible, within legal limits, in each and every one of their actions, "he says in his letter to the Socialist deputy. And so you are encouraged to attend the Moncloa.
Meritxell Batet not rule, if this is the only way to view them, go to the palace and carry out their work.
Meanwhile, the law continues its parliamentary process. The deadline for amendments has been extended three times. Plural Left deputies Equo and have already announced the filing of an amendment to the whole, among other things, because the law does not support access to information as a fundamental right, as experts claim transparency groups.
