Montero said the Government's proposal to keep out illegal immigrants is "a cut of the universal right to health protection."
The proposal Andalusia is the most concrete among communities who object to leave out of the paperless system (about 150,000 in Spain if the community are discarded), and part of the advantage that, from the beginning, had created a parallel system for them. This had its disadvantages (the card is not recognized by other communities), but now is manifested as an advantage because the document does not depend on the validation that is going to make the rest of the cards to cross them with data from the Social Security .
Of course, this solution will only serve in Andalusia. The card can not be used in other communities, even those that will also object to the withdrawal of care (Basque Country, Catalonia and Galicia). This is especially important in the case of some subgroups of this group, such as seasonal workers who move to Spain following crop years.
