The European Union faces a daunting task to push through all leading institutional reforms on the agenda. In the rush already known to boost union bank and fiscal policy, are now added to budgetary constraints, according to diplomatic sources consulted by France Presse, lead to convene an extraordinary meeting next November. EU sources say that is held or not the summit, most importantly, the Council and the European Parliament to agree on the outlines of multiannual budget later this year to define over 2013 when money will go to regional policy for the period 2014-2020.
"There is a 90% chance that European leaders meet at a summit next November in Brussels," said a diplomatic source quoted by the French agency. "The question is when," adds another person familiar with the negotiations. The purpose of this meeting would discuss the money that the EU will in the next seven years that mark the austerity policies.
The commissioners have had its first meeting today's political course. Two themes have focused the agenda: the proposal for the multiannual budget and steps towards union bank. Brussels wants to turn the budget into a "crisis package" that encourages job creation and growth, focusing on infrastructure, science, research and education, according to a spokeswoman noted community. But these goals conflict with the limitations forced by the crisis and the austerity policies.

The EU's objective is to reach an agreement at the end of the year, but the deep confrontation between several Member States may delay approval. At the ministerial meeting to be held Thursday in Nicosia (Cyprus), will begin to discuss specific amounts for each item they handle the governments. It is the first time in this negotiating process to be put on the table figures. The ministers have preferred to leave for the first talks less committed. From now on, in negotiations jump knives.
The Commission proposes a ceiling for commitments of 1.033 billion euros, while payments would amount to a maximum of 988 000 million, representing 1.03% of gross national income. These are maximum amounts that can never be exceeded. In recent years, the EU budget has been around 10% below these ceilings.
Members who contribute more than they receive, such as Germany or the UK, want to limit the ceiling of 1% of gross national income. At the other extreme, the countries of southern and eastern demand more funds for cohesion policy.
But discrepancies arise not only about the quantities. EU Priorities for the next seven years are also discussed. France, the biggest beneficiary of the Common Agricultural Policy (which absorbs about 40% of the EU budget), wants to continue pushing for aid to their farmers, against the advice of partners such as the United Kingdom.
