The Government will create a social fund housing, a housing stock for rental, with low prices, for those who have lost their homes. This is one of the measures included in the Royal Decree approved today by the Council of Ministers on measures to alleviate the evictions and their effects. The Economy Minister Luis de Guindos, explained that the bag will draw floors of the listings that are held by the bank due to unpaid awards.
The Deputy Prime Minister, Soraya Saenz de Santamaria, has announced that the decree also includes the suspension, during the next two years, of evictions for the most vulnerable. Thus, this measure may benefit from families with incomes not exceeding three times the indicator Public Multiple Effect Income (IPREM), which is currently around 1,600 euros per month and 19,200 a year, whenever there has been an alteration of the mortgage payment. Also part of this group of large families or those with a child under three years in charge, or disabled or dependent persons. Debtors unemployed and without unemployment benefits and certain cases of domestic violence may also benefit from the measures.
The decree does not include any changes in the Mortgage Law.
"The PSOE had asked for more time and what we have done is bring to the first Council of Ministers decree law to enter into force as soon as possible," stated the vice president to justify the measures are not retroactive, as asked some parliamentary groups.

Luis de Guindos has ruled that measures to avoid eviction in certain groups can cause a rise in mortgage arrears in Spain, it has limited the new changes to circumstances of "necessity". "The new measures will not harm evictions that debts and interest to be returned," he emphasized.
Before the announcement of the decree law, the secretary general of the PSOE, Alfredo Perez Rubalcaba, explained to members of its parliamentary group differences that separate them from the Government and that have prevented a deal. As he explained to parliamentarians, there are three "important differences" with the Government. The first is the moratorium, the PSOE think should benefit all families under the code of practice. Moreover, socialists believe should be clear that the mandatory implementation by financial institutions that code. There are also differences on the depth of the reform of the Mortgage Act, because the PSOE intended to be the law and not as other situations which prevent "abuse" of financial institutions on citizens.
In the absence of an agreement, the Council of Ministers approved a decree with the first measures against evictions after the morning, the PSOE government and try to reach an agreement "in extremis".
The Government has talked with the leader of United Left, Cayo Lara, and the Socialist spokesman in Congress, Soraya Rodriguez, to arrange a meeting next week to negotiate on the decree. The government wants that, once validated in the coming weeks, be treated as a bill.
The European Commission and the European Central Bank (ECB) warned that, before approving any legislative change to alleviate the evictions, the Government should consult with the European institutions. However, the economy minister, Luis de Guindos, said that by failing to reform the Mortgage Law, this consultation is not required.
The thresholds for those who can benefit from the new measures was the point at which have focused discussions between Government and PSOE. In fact, the Deputy Secretary General of the PSOE, Elena Valenciano, explained this morning at the Cadena Ser, the determination, for example, the income limit to avoid eviction, at 19,000 or 22,000 euros, "is critical for many families" . And is that socialists advocate a moratorium on evictions affecting a large part of the most disadvantaged group, while the government apuestaba to limit the benefits of the moratorium to very extreme cases of need, ie income families lower.
Before announcing the approval of the decree itself Deputy Prime Minister Soraya Saenz de Santamaria, explained that it is a decree "as most pressing and urgent" that provide solutions to the plight of evictions, while the secretary of State for Economic and Business Support, Fernando Jiménez Latorre, has indicated that the measures will not apply retroactively.
