Tomato prices on the Community market have occurred in the first half of this month a record low of 0.36 euros per kilo. In this situation, producers in Spain, Italy and France, after a meeting in Paris, have denounced the failure of the agreement between the European Union (EU) and Morocco to Brussels demanding more control at customs on imports from this country . The collapse of prices would be the direct consequence of the entry of products from Morocco in terms of the agricultural agreement without respect, both as regards the quota allocated monthly as well as input prices.
The new agreement with Morocco entered into force on 1 October, coinciding with the start of the campaign of exports of fruits and vegetables, especially winter, the timing of which coincides with the production of Spanish greenhouses. This commitment is another step in the process of liberalization of the fruit and vegetable exports from that country to the EU markets, with the exception of half a dozen sensitive items (garlic, tomato, strawberry, cucumber, zucchini, tangerine and sugar) , for maintaining a quota entry prices and tariffs. Such products include tomatoes, which is the sales star of Morocco for which set a quota for export of 233,000 tons, plus an additional amount of other 28,000 tons between October and May. For that volume was established entry price of 0.46 euros per kilo. If the import price was below that figure, apply a tariff of 0.298 euros per kilo.
The fact that the price of tomatoes in the French market of Perpignan main gateway into the EU, are staying well below the 0.40 euros, reflects Moroccan importers are not paying customs duties. Morocco had a quota for export of 13,350 tons of tomatoes in October and other 34 900 tonnes in November. Spanish producers reported to the Commission are also being overcome those turnovers.
The agricultural agreement with Morocco, unlike fishing, was approved by the Commission and by the European Parliament against the positions of the producers of all countries in the south of the European Union by adversely affecting the interests of the community sector. For agricultural organizations there is a problem of competitiveness by producing in unequal conditions. While in Spain the wage cost per hour is an average of five euros in Morocco is 0.6 euros, in addition to using a number of pesticides banned in the EU.
In the current agreement, Brussels was committed to strengthen control mechanisms in input prices and volume, following the recommendations of inspection services themselves based on the data of Olaf.
