The Ombudsman (Ombudsman) of Catalonia, Rafael Ribo, yesterday defended several urgent measures aimed at giving social use of property Sareb (bad bank), among which is that 30% of the total floor this society intended for social rent managed by authorities or NGOs. Ribó considers that the establishment of the Asset Management Company Originating Bank Restructuring (Sareb) is a "historic opportunity" to spend on social rent "of the property obtained at low cost by that company." "The government has been very quick to help banks. We ask you to make the same effort with equal haste to rescue people, given that [the bailout] money has been made of all "says the Ombudsman.
The Ombudsman also asked to create an "overhang evaluation commission" to take charge of a case-by-case basis in order to develop plans for debt restructuring by consensus between debtors and creditors. In addition, the institutions to apply to debtors in the same precarious debt reductions are planned for the transfer of properties from banks to Sareb. The Catalan ombudsman also bet that is made public the inventory of property to be transferred to the bad bank.
All these reflections and recommendations have been sent to the President of the Congress of Deputies, Jesús Posada, with the objective that the parliamentary groups and urge to take into account legislative changes. In the long list also include the introduction of regulatory changes that allow capital gains exempt municipal families achieve the accord and satisfaction, an issue that the Ombudsman has asked the Parliament of Catalonia.
All these considerations are the continuation of a performance of the Syndicate trade that took place just a year ago, and ended with the presentation of the proposals on taxation and regulatory changes to the Catalan Parliament. For that performance was created a commission headed by Ribó, attended by the High Court of Catalonia (TSJC), the Bar Association, the Notary, Caritas (which has a service to families with housing related problems ), Ofideute (namesake service Catalan government) and representatives of financial institutions.
Subsequent work has led the director of the Department of Consumer and receivership Territory, Francesc Vendrell. "The proposals we are sensible and acceptable by contrasted, as we have found in a working committee as plural" says Vendrell.
