What began as a technical meeting to prevent a Japanese executive living in a paperless Spain became a proposal that has caused a headache for the government: to provide residence to any foreigner who buys a flat spot exceeding 160,000 euros. Start the mixer of the political debate, the offer resulted in various interpretations. The more acidic spoke of discrimination, of rights in exchange for money, paper only for the rich. However, behind this initiative there is no secret that demand (almost a cry for help) of developers who are uncertain the future: the Spanish are not able to buy homes or what will be in the medium term. Conclusion: either buy Russian and Chinese or not getting off the brick. Sometimes, everything is simpler than it sounds.
The developers put the law firms to work when they found that the Government, through the Ministry of Commerce, was sensitive to demand and studying the case along with officials of Interior, Finance, Foreign, Development and Labour. Shipments arguments sought, explored what happens in other countries and lobbying did that in Spain there but nobody is willing to acknowledge.
The fundamental argument takes the following steps: One, in Spain there is a stock of 818,000 unsold homes, of which nearly half are concentrated between Catalonia, Valencia and Andalucía. Two, at current rates, these homes take much to sell. And three, the best way to revive this market is going to foreign investors with liquidity, mainly in emerging markets (Russian or Chinese) seeking safety.
Promoters used lawyers to 'lobby' with the Government
Some documents use the term "brain fortunes." There is an upper middle class in Russia not just rely on the security of its banks and want to have something solid in a Western country ... for what might happen. At the same time, Spain has become one of the favorite tourist destinations of Russians (exceed one million in 2012). Something similar happens in China: "It should be stressed," one of the documents in a law firm, "that a significant number of Chinese investors seeking investment that allows them to obtain a residence permit. The reasons are behind such behavior can be summarized in one: the discretion that still enjoy the Chinese government in the implementation of the law. " Or put another way: the Chinese with money they do not trust their leaders.
"I set to work to officials of Invest in Spain to talk with the sectors and see what problems need to be resolved to attract investment in Spain," says Jaime Garcia Legaz, Secretary of State for Trade and considered father of the idea. "In that search is where the association of promoters us a request to promote the sale of houses to foreigners. And is studied. We seek a solution that does not involve changing the Aliens Act, but to expedite the processing and that means a direct investment. No money is to change working papers, or for access to healthcare. Is the granting of a temporary permit nonprofit ". Legaz insists that these investors must comply with the requirements of the law. "The easiest would be to do nothing," says surprised by the commotion caused by the idea of meeting "a request".
José Manuel García-Margallo, foreign minister, found the initiative in Parliament on November 14, but no one unmoved. It was Garcia Legaz who made a brief comment during a breakfast with business and added a number: 160,000 euros, which is the average price of housing in Spain. It was a figure indicative, not definitive.
If the proposal provoked little reaction in the press, did not equal between banks and investment funds: "The news has not dropped at all. The summaries of news we get every day, "said an executive of a foreign bank in Spain," this came with the owner, period. No analysis or opinion. It's probably irrelevant. "
Why Russians and Chinese? The latest home sales data show some activity on the coast associated with a fall in prices. Proliferate Belgian, German, Scandinavian and French-seeking bargain apartment, usually at a price of 60,000 euros on average. And pay cash. But are the Russians, who have become an increasingly important group. Of these, the Russians and non-EU which would benefit from the residence. The Chinese do not reach this level, but they are a potentially interesting group.
Remains whether 160,000 euros in cash (or the final price) are attractive ... for a residence permit.
