The battle for regional funds is one of the bloodiest in negotiating the EU budget. Spain goes to the fight with a difficult position: the country is, despite everything, richer than a few years ago, but the recession tightens and turns in the worst moment to lose capital. R. It's hard to believe now, but many regions have improved in recent years. It is true that Spain will likely receive less in the period 2014-2020. The only region that eventually receive cohesion funds will Extremadura [so far were four, plus two abandoned under this aid]. Others will have the new category of transition regions because it is necessary to mitigate the consequences of the crisis.
P. What are these regions in transition?
R. Murcia, Melilla, Canarias, Castilla-La Mancha and Andalusia, which account for nearly a third of the population. If they receive less than convergence regions [those whose GDP is less than 75% of the EU average] but only if they were of the most developed. We have analyzed European regions and the gap between the more and less developed is deeper now.
P. If that gap has widened, it is also a failure in the regional policies of the European Union.
R. Regional policy is powerful, but it is responsible for everything. Looking at the puncture property in Spain or the banking crisis in Ireland that has nothing to do with the regional funds. But there are other elements that influence. For example, in Ireland, in the nineties used for training funds. And I think one of the reasons why this country apparently recovering faster than others is the training of workers. In Spain there has been much investment in infrastructure, many of them useful, some say ... questionable. It has invested less in individuals and SMEs. It is something that means the Government and should be the top priority of European budgets.
P. So you get less for infrastructure and for employment and small and medium enterprises?
R. We believe that we must strengthen the economy, support SMEs, entrepreneurs help ... All aimed at maintaining or increasing employment. In parallel, we need to invest in training, especially at work.
P. The paradox is that the national budget has been cut in these games.
R. So the structural funds are so important, because they are financed and able to finance projects in Spain more cheaply.
P. Is the allocation of funds in the main battle of the budget negotiations?
R. The funds appear as one of the main targets of the cuts, but are crucial for countries called friends regions (Spain belongs to them), trying to protect the game. For me it is important to not only protect your budget but keep policies, understand that they are an investment and that they always get more than what is provided. It should not be understood as solidarity, but as an investment.
