The government is preparing a major reform of all taxes, especially the income tax and social contributions. "The government will work on comprehensive tax reform to reorder the remuneration system. There have been many partial reforms. This will be a refurbishment to find a fair tax system, "said the vice president, Soraya Saenz de Santamaria, after the Council of Ministers. Asked for details, he left the door open to play all taxes, including VAT as called Brussels, but not imminently. Government sources place this great reform in 2014. "The system is very large, there are many parts, not just VAT. Probably have to advance in how we treat the income tax and how we become more competitive, we must analyze major issues such as social security contributions. This will require very hard work and very spacious, we speak of the revenue system of our country. There will be immediate. "
The tax issue has now become central to the debate within the PP and the Government. The government is divided not only on this issue, in other keys as pensions or the possible second round of labor reform. But also has cross-pressures: first, Brussels, which requires a thorough reform of the tax before March 2014 and increases, including VAT by way of taking the reduced rate products. On the other is the hard wing of PP and especially José María Aznar and Esperanza Aguirre, demanding tax cuts now. The Government has responded to these pressures with the announcement of the vice president, with which politically manages to gain time. The division within the Executive is important and pressures of all kinds, also from industry or union when speaking of social contributions are very strong.
The Government takes a few months to resolve but already very clearly admits that the tax system as it is not worth. The drop in revenues in the first months of the year due to the worsening of the crisis has worried much the executive but the president insisted Tuesday that Paris is "partial data" and wait to see how the rest of the year.
The Executive currently focuses its internal debates on the two most pressing reforms, the administration, which will generate many internal debates territorial barons, as is happening with the distribution of the deficit or local reform, but mainly with pensions. The internal debate is strong, as evidenced by the position of the Bank of Spain, headed by Luis Linde, a person related to Luis de Guindos, economy minister. The Bank of Spain claims that advance the implementation of retirement at age 67, which Rajoy has so far not accepted.
Within weeks must be resolved the debate of pensions reform and present so short, but it does not seem easy to find a balance between the need to lower the cost on pensions, which also requires Brussels, and the fact that lower pensions or at least lose their purchasing power is very sensitive to many in the PP fear could end up sinking the government politically if not done very cautiously.
