The EP asks the option of payment in kind for families in bankruptcy

The full European Parliament (EP) adopted today a report calling for countries to alternatives to eviction and included the possibility of payment in kind for families bankrupt.
The text, a report worthless legislative initiative, calling on governments to "endeavor to offer alternative solutions to evictions" and that "included the renegotiation of debt or payment in kind for debtors and families bankruptcy ".
MEPs call on this line to the Member States "to prevent the evicted families continue to have to repay their mortgage loans."
Paragraph for payment in kind received 318 votes in favor, 269 against and 52 abstentions and the whole report, 353 positive votes, 151 negative and 189 abstentions.
The EP calls for both the European Commission and EU governments "to address the solution of social drama posed evictions and homelessness for those most affected by the economic crisis and unemployment."
MEPs also complain about the evictions that "occur in a context of large public aid sanitation European financial system."
The report, from the French ecologist Karima Delli, asks the Council to bring together ministers responsible for housing of the Member States "at least once a year" to discuss "the impact of European policies on policies housing ".
They also proposed the creation of a European Observatory of Housing aims to develop the exchange of best practices, and improve understanding of the housing situation in the various countries.
The report also calls on Brussels and European country "with more emphasis on access to housing and related services as part of their strategies for social protection and inclusion."
Finally, MEPs call on the European Investment Bank (EIB), in collaboration with regional authorities, "a more important book to the field of social and affordable housing investment priorities."
Not the first time since the Community institutions is advocated in payment as a tool to prevent evictions.
On 23 April, the Commission, the Council and the European Parliament agreed to create an EU directive on mortgage credit guarantees more favorable for borrowers in cases of prepayment and foreclosure, and that includes the option payment in kind.
The Court of Justice of the EU ruled on 14 March that measures regulating in Spain eviction proceedings for non-payment of a mortgage are contrary to Community law.
The ruling emphasized that the Spanish judicial system is contrary to European standards, as it prevents the judge halt the foreclosure process if you feel that any of the clauses of the contract between the customer and the bank in question is abusive.
Meanwhile, last week the European Parliament awarded the Platform of People Affected by Mortgages (PAH) with a prize to European Citizen of the Year 2013.
