Every three months, when the INE publishes the Labour Force Survey, the same question arises: How is it possible that so many millions of unemployed -6.2 million, according to the latest EPA the first quarter of 2013 - if the Ministry of Employment speaks of a much lower figure? The confusion occurs because in Spain there are two sources to study the evolution of the labor market and have to stop and see what we are talking not to miss. One is the registered unemployment, monthly data obtained from the search of the offices of the former Inem and according to the latest report, for May, 4.89 million unemployed reflected. Then there is the EPA, which is a survey that offers a complete snapshot of the employment situation. The last, for the first quarter of the year, it was revealed just last week and the total number of unemployed stood at 6.2 million and the unemployment rate at 27%, maximum unknown since no reliable statistics.
Registered unemployment, as its name suggests, is a count of the unemployed who are registered, which are targeted at the public employment services of the Autonomous Communities. This figure, therefore, that tells us nothing of all the people who lose their jobs and not targeted to unemployment, for whatever reason, or incorporated for the first time to the labor market, for example, at the end of the studies, and is dedicated to finding work without going through old INEM offices. The EPA, by contrast, is not a record, is a survey, which provides the subjective responses of the interviewees.
In addition, the time domain in which they operate two is different, because the registered unemployment is the immediate picture is obtained with data from the last day of the month, while the LFS data are collected throughout the quarter and statistically fit.
All told, both are valid ways of measuring temperature for the labor market, with their respective strengths: the details which gives a deep survey like the EPA, despite criticism that the CEOE throws compared to the reliability a few records as gives registered unemployment.
