Brussels has adopted strong measures against Chinese solar panels that threaten to open a trade war between China and the EU. The EU Trade Commissioner Karel de Gucht, has announced a tariff of up to 47.6% on imports of panels from China because he believes that companies from that country are dumping (selling below cost). To give dialogue a chance, for now the European Commission adopts an interim measure (for six months) and a limited penalty, from 11.8% in the first two months. After this period, if not reach a satisfactory agreement, tariffs will last five years.
Community authorities take nine months investigating a complaint of European industry Solar on prices too low to which China introduced its panels in the EU. Trade experts conclude that the fair price of these Chinese products should be 88% higher and those attributed to aggressive commercial practices much of the decline of European industry. China has cornered 80% of the EU market and a production capacity doubling the demand of the 27 states, according to figures provided by the commissioner.
The implications of this case in trade relations between China and the EU have raised the tone of the discussions at the time of adopting the measure. With the undisputed leader of Germany more than half of the EU countries were opposed to the European Commission thus face planted the Chinese authorities. Last year EU countries exported to China worth 144,000 million euros. Although it remains well above the EU buys China (290.000 million), the potential for economic growth in the face of weak European demand discourages States to seek confrontations with a strategic business partner.
The commissioner, who has the power to impose such tariffs although Member States disagrees, says his intention is "to reach an amicable agreement" and not get to impose such sanctions.
The decision follows another taken a few days ago against unfair trade practices of China. Competition authorities investigating the sale of electronic components of the Chinese telecommunications industry to see whether the market rules.
