Desgañitado to have their proposals were made passage between the approach of the Government and the PSOE on evictions, changing the mortgage law and the moratorium on the execution of evictions for non-payment of mortgages. Minority groups of Congress know their bills, not law, interpellations and motions have no meaning as such, before the force of decree of the Government today, but all that wealth of proposals and solutions it will use as amendments. Indeed, once the government has decided to convert the decree into law bill, the parliamentary groups will fight to change the Government's proposals to address this social drama. Most opposition groups call for retroactivity in the standard or measures to rescue those who have already suffered the rigors of the current law and the inflexibility of financial institutions have expelled them from their homes and keep them debt.
Besides the PSOE, Plural Left (IU-ICV and CHA); UPyD, CiU, PNV, BNG, ERC and Canary Coalition, have not yet said the last word on how they will vote when the Government submits to validation Legislative Decree approving the Government at the Cabinet meeting. All or most can maintain their position on this vote, that is, oppose, and that the Popular Party will win their votes alone with no problems. Yes have a majority vote of the decree as validation law because that step project allows groups parliamentary amendments and discussion both in committee and in plenary. Therefore, there is room for negotiation.
Clearly expressed its vote in favor of such validation UPyD spokeswoman, Rosa Díez. "There, take the opportunity to strive to improve the text and make our contributions," said Diez. Proactively makers and ICV IU, Cayo Lara and Joan Coscubiela, respectively, have put all doubts of which are capable of the content of decree of the Government.
The "immediate suspension of evictions" and "retroactive payment in kind", is the requirement that no dismounts Cayo Lara, as expressed in Congress, recognizing that, ultimately, everyone can help improve of law to be handled as a bill. IU leaders, share with ICV, Joan Coscubiela, and Fernández Dávila Olaia BNG, the use of "bad bank" to homes that are under its shelter component having a "highly social" and can be offered to those who have been left in a precarious situation and can not pay the mortgage. The proposal to establish a "social rent", contained in the initiatives of all minority groups, as well as in the proposition of the PSOE.
The above measures provide that the property passed to the bad bank to be established in December, have a component "clearly social" because this legislation-has stated, will be launched with public funds.
The other pillar that holds the UI initiative is aimed at families who can not afford to pay their mortgages, most "abusive" to convert these into a social rent.
The retroactivity of the measures will defend all minority groups and raising the income threshold for considering that a person or family is eligible for protective measures to implement the Administration. They are citizens who can benefit not originally start from a situation of marginalization but job loss or business leads to them not being able to meet the payment of the mortgage. Although today approving the decree law and trusts urgently establish a moratorium on the execution of evictions, the debate on mortgage defaults still has a long journey in Parliament.
