Mariano Rajoy slept five hours on Thursday night. He said, in his fledgling English, the Dutch and British prime ministers, David Cameron and Mark Rutte, with whom he met before the plenary of the European Council that ended Friday without reaching an agreement on the EU budget for the period 2014-2020.
At eleven o'clock Thursday night the Spanish delegation received in writing the proposal Van Rompuy II, which amended by the president of the Council ten days ago, and that Rajoy branded as "unacceptable". He kept the lower-spending ceiling at 80,000 million to the project by the Commission and by 20,000 the current budget for the 2007-2013 period - but it improved the two chapters that most concerned Spain: aid to agriculture and funds cohesion.

When Rajoy told Angela Merkel that Spain was one of the countries hardest hit by the initial proposal of Van Rompuy, German Chancellor interrupted him: "I know." Most partners do simulations of how they affect the proposals to be put on the table, but Germany makes this exercise for everyone else, so I did not have to convince Rajoy. Nevertheless, he tried: "My country is going through a very difficult situation, with harsh austerity measures, and the Spanish people would not understand this slap".
The proposed Van Rompuy II corrected the drastic cut of the cohesion funds and agricultural subsidies-about 13% each, with an increase of 11,000 and 7,700 million, respectively. Spain received a special gift: an envelope of 2,750 million, for the loss of EU aid by those regions that have exceeded 75% percent of the EU average income is not sudden but gradual.
Its amount is broken down into 200 million for Extremadura, which alone remains a priority; 1500 for regions in transition (Andalusia, Galicia, Castilla-La Mancha and Murcia) and 1,000 million for developed but not yet reach the average European (Ceuta, Valencia and Castilla y León). In addition, the treatment improved Islands (30 euros per capita, five less than now, but ten more than in the original proposal) and maintaining a specific allocation of 50 million for the two North African places.
Throughout the night, a team of the Directorate General of Community Funds of the Ministry of Finance was on duty in Madrid to analyze the consequences for Spain's latest proposal Van Rompuy. At eight o'clock, the general manager, José María Piñeiro, who had traveled to Brussels to Rajoy, gave its conclusions.
Merkel admitted that, according to their data, Spain was one of the hardest hit
Days before the summit, the EU Spanish representation agency had estimated that cutting the cohesion funds and the Common Agricultural Policy (CAP) for Spain would loss of 20,000 million in seven years. Instead, Rajoy on Friday appealed for caution to avoid revealing the balance in Spain for the final adjustments. Nno however, was "reasonably satisfied" with the outcome of cohesion chapter let alone agriculture.
Cameron did not want to cut ensured cohesion and agriculture
Of the two blocks that formed before the EU summit, the Friends of the Cohesion and to spend better, ie, spend less, Spain fell within the first, along with Portugal, Greece and the countries of Eastern Europe. Nevertheless, Rajoy did not meet in Brussels, as planned, with Donald Tusk, Prime Minister of Poland, the country which succeeded Spain as the main recipient of structural funds, and delegated to the Secretary of State for the EU, Íñigo Méndez de Vigo, to represent him before the leaders of the cohesion countries.
Almost imperceptibly, Spain begins to change friends. And not for political, but because the reality is imposed. In 2014 (if not 2013), Spain will become, for the first time, a net contributor and begin to look what he brings to what he receives.
Moreover, with cohesion funds dwindling, the commitment that the Spanish regions in transition receive 60% of what they perceived so far only be achieved at the expense of other countries.
Regarding agricultural subsidies, the government estimates that 7,700 million at the last minute added Van Rompuy will involve 975 million for Spain over seven years. Very little compared to the billion annual losses estimated agricultural unions with his first proposal.
So, François Hollande was the only president who Rajoy met twice in Brussels. "Do you think you will agree?" Asked the Friday morning. "Agricultural policy is paramount. We must all be united, "the French president replied. Rajoy fully endorsed his request for an increase of 6,000 million of direct aid to farmers. And demand is added a third and valuable ally: the Irish Prime Minister Enda Kenny, that from January 1 will be acting president of the EU and conduct the final phase of negotiations.
The meeting with Cameron and Rutte, the two champions to enter with the scissors in the EU budget, expected the hardest, but it was the most placid. Cameron said Rajoy is not in cohesion funds or aid to the country where you intend to cut, but elsewhere that he would care less, such as foreign policy or the European bureaucracy. Rutte not believe his smell. "ANYONE smoked here," he exclaimed. Rajoy and could smoke a cigar.
