Given the dramatic situation that opens to the Spanish space sector, by the refusal of the Ministry of Industry to underwrite in the firm or one of the optional programs of the European Space Agency (ESA), sector business leaders have sent a harsh letter the Secretary General of Industry, Luis Valero, which claim it is "imperative that Spain is committed to the ESA." The situation has erupted this week in the Council of Ministers of the member countries of the ESA, in which Spain, who was represented by the Minister of Industry but Valero has not built even one of the optional programs of the agency, which are precisely the most strategic for companies because each delegation subscribes particularly those relevant to your industry. In total, the ESA ministers have approved a budget for the next year more than 10,000 million euros.
The effect of this departure from Spain will be the "irreversible loss of technological capacity and the expected relocation of intellectual capital that will determine our long-term industry," warn the businessmen who signed the letter, the vast majority of the sector. They emphasize the performance of other countries less affected by the economic crisis: Italy has made an effort to maintain investment in ESA committing to 657 million euros in optional programs, the UK has increased its share by 25%, given their growth prospects and high leverage investments in space.
"The space sector is considered strategic in all neighboring countries, has enormous potential for the future and represents a real boost for the economy," the letter to the Secretary General of Industry.
Spain must prepare a package of optional participation in ESA programs "of at least 150 million euros", say the entrepreneurs. "Not so much to fix this as not to destroy the future."
The budgets for 2013, Industry has allocated 102 million euros for ESA programs, less than half of the investment made in recent years, but has now accumulated a debt of 164 million that has not met the commitments made. With the funds available, pay their quota obligation (proportional to the GDP of each country and dedicated, for the most part, to fund the scientific program of the agency. But in previous ministerial council, pledged 667 million euros to more than 200 per year, thus participating in several option programs of particular interest to their industry. was placed fifth largest and Europe's space, after France, Germany, Italy and the UK, in the ESA governing fair return on the contributions of each country translate into contracts for their companies.
Now, at the summit in Italy, Spain has not firmly committed to any project optional position "has not had in 37 years preceding the ESA", denouncing employers, and only would have indicated an intention to confirm, before 15th of January, providing some funds in only five major programs, some thirty open for subscription. "This level of participation would not reach even 1.3% of total approved waiver programs in the conference, placing our country at the height of Romania", stresses the letter to the Secretary General of Industrial. The image transmitted to the European partners is "disinterest in sector" and "unreliable partner."
10,000 million for the space
The ESA member countries have approved this week, in his ministerial council, 2013-2017 projects with a total investment of 10,000 million euros, including the mandatory science program. The optional highlights that have received green light are:
Rockets. It has passed the phase of detailed study of future Ariane 6 and the further development of the current Ariane 5. He has also received the green light from the small program evolution Vega rocket and other initial programs of future spacecraft.
Earth Observation. The four programs EOEP earth observation-4 have been approved. It has also moved forward the following phases of the GMES program, in collaboration with the EU, including missions JASON-CS and Sentinel-5. In collaboration with the European meteorological satellite organization EUMETSAT, ESA is committed to the program Metop-GS.
Manned programs. In the framework of collaboration with NASA for the operation of the International Space Station (ISS), the ESA countries have given the green light to the development of the service module of the future U.S. manned Orion spacecraft. Also approved continuing operating activities of the orbital outpost.
Mars. The ExoMars project, pending completion of its funding from the summit of the ESA held four years ago, goes one step further by adopting ministers cooperation with the Russian space agency for this exploration program, NASA has given up this year. Russia will provide two rockets for ExoMars vehicle launches in 2016 and 2018, plus Mars landing technologies and communications systems. But this does not yet cover the 1,200 million euro cost of the mission, in which ESA countries have already spent more than 400 million euros, as optional project.
Telecommunications and navigation. Ministers agreed at their conference that funding for arts programs telecommunications for the period 2013-2015. It also gave the green light to the work involved in spatial positioning satellite system Galileo, the ESA developed in collaboration with the EU.
Surveillance and security space. The SSA program monitoring and tracking meteorites and space debris fragments continues with the financing of the countries involved in its development, except Spain, precisely one of those involved when he started four years ago.
Technology. Besides the new technology program (TRP) mandatory for all ESA member countries, including optional GSTP has been approved, dedicated to a wide range of space activities except telecommunications. He has also received the green light to launch a program of small missions (between 30 and 300 kilos).
