Spain, France and Ireland have made a "common front" to raise 6,000 million in direct aid to agriculture in the EU budget for 2014-2020, according to sources at Moncloa. This would be additional to cantidas 7,700 million that the European Council President, Herman Van Rompuy, included in its proposal last night.
The Spanish Prime Minister, Mariano Rajoy, has been reconvened this morning with French President François Hollnade, who has been put on the table the demand of 6,000 million, which has been assumed by the later Rajoy has joined the Irish Prime Minister Enda Kenny. The sources have indicated that the actual figure is a basis for negotiation, based on the budget for the Common Agricultural Policy (CAP) is insufficient.

Van Rompuy and Rajoy offered last night to an increase of 2,750 million euro in cohesion funds for Spain. Of this amount, 1,550 million would go for the regions in transition (Andalicía, Galicia and Castilla-La Mancha), which have exceeded 75% of the Community average but still not reach 90%. These communities would ensure 60% of the funds allocated to them on the current budget period, which ends in 2013. Another 1,000 million would go to the more developed regions (Asturias, Valencia, Ceuta and Castile and Leon) and also maintain the Ceuta and Melilla earmarked 50 million they have today. There would also be an improvement, not yet materialized, for the Canaries as a peripheral region.
Sources of the Spanish delegation acknowledged that the proposal made last night Van Rompuy is "improved", but elude value it globally, it is not final and could be modified. Moreover, faces opposition from countries that require deeper cuts and have threatened to veto it. With two of them, British Prime Minister David Cameron and Dutchman Mark Rutte met this morning has consisted Rajoy and their differences.
What is assumed is that not raise the debt ceiling of the proposed Van Rompuy, which cuts at 80,000 million initial draft of the Commission, so that only fit changes in the distribution of the items. One that has not been touched and could suffer cuts is related to the operating costs of the European institutions, the maligned Brussels bureaucracy. Spain is not opposed to a cut of this item, for fear that France refuses to see at risk the continuity of the European Parliament building in Strasbourg.
Spanish delegation sources have indicated that Rajoy not rise from the European Council to attend tonight's season finale of the Catalan elections. "Rajoy will only be at the rally Cerdanyola if the summit is over by then, agreement or no agreement." More likely the latter than the former.
