In May 2006, in the housing boom, a group of citizens dedicated to the study and management of the territory urge the manifesto for a new culture of the territory. The text warned of environmental risks, economic and social predation of the territory involved, the abuse of natural resources, employment accelerated soil and landscape degradation. Unfortunately, much of the stated risks are now so evident. Spanish society is now facing a grave economic crisis, which originates largely in the huge urban development and, in particular the expansion of the real estate sector in the period 1996-2007. Again, those who promoted this manifesto and many other professionals and researchers we believe in the obligation to react to the announcements of the Government of Spain to radically change the provisions of the Coastal Act of 1988. We believe that the government proposal to introduce far more rational management of coastal areas repeat such an offense, in our opinion, in many past mistakes. If successful, highly damaging to the entire Spanish coast and especially to coastal areas that still have outstanding natural values. The coastal area is very fragile in nature and has been subjected in recent decades under enormous pressure, which has led to the occupation and artificiality of large areas.
