For two weeks the world of Culture has declared war on the rise in VAT from 8 to 21% from 1 September, the highest in the Eurozone (17 countries). After several demonstrations of the sector and a unanimous refusal to consider a measure that is the end of Culture in Spain, this morning, Jose Maria Lassalle, Secretary of State for Culture, in an interview on National Radio, said that "having to manage a difficult situation, it is never pleasant, "but has" the hope that the future might hold satisfactions, but for now we must resist and withstand structural reforms within the house. "
Lassalle wanted to send "a message exciting" people of culture "in these difficult times" in a clear tone of dismay. "I think it has become clear where I stand before a decision still assume, as one would expect, as part of government."
The rise in VAT
■ "I understand the discomfort of the cultural sector and share your concern. It is a measure if it is difficult to explain within the complex context in which we move and that being determined from the economy almost all the work of our country."■ "It is true that culture suffers long adjustments and cuts that pose a very difficult context, but I really hope that this situation is reversed as soon as possible. For some reason we are fighting. Culture is never a luxury, is the support symbolic and spiritual country. No culture is virtually impossible to look with some optimism the reality of things. "■ "we really going to try to repair by all means this difficult transition reversing the situation as things tend to be stabilized by a series of measures around the summer we will be translating. Strengthen the protection of culture, intensifying the security framework to support the offer on the Internet, drive new business on the Net, there is the future of culture-and, of course, trying to improve conditions around taxation. We will not forward events, we will continue struggling with discretion and moderation. "■ "One of the problems of this measure is that you can not clearly assess what is the horizon that is going to release in the medium or long term immediate increase in VAT. Not know what will be raising."
Negotiations with Treasury
■ "I will pass over, we run a veil. Do not want to get angry and anyone can imagine how they were."■ "I can hardly explain something I recognize. Not know what the numbers that have been put on the table to explain the collection based on the damage it will do in attendance at theaters, movies and shows. I am of those who believe that a free society in a time of difficulty need to safeguard cultural offer sufficiently accessible to all citizens to be able to find satisfaction and release the load has to digest daily fatigue from the crisis. "■ "I have no numbers except that I just give people the cinema and theater, and very disappointing, raising the possibility to be determined. Do not know whether in terms outweighs the discouragement civic culture."
Conversations with industry
■ "Yes, I have met with the sectors of film and theater, the most affected, and all I have taken this message, do not know if reassuring. A I do not like the measure, but I understand that the circumstances are what they are and the priority now is to adjust the budget and raise resources for the public purse. I have moved my commitment to reverse the situation. "
18 million less for cultural institutions
■ "What has emerged is the agreement of the Council of Ministers of the unavailability of the 2012 budget. The cut will be about 18 million, a small consolation in the difficulties of maneuver."■ "In September, presenting in the Culture Committee of the Congress and the media a strategic plan to try to articulate more consistency should be designed where the spending policy of the Secretary and which projects should focus on which policy culture. It is very important essentialize cultural spending and locate it in that key part of state policy. "■ "The fundamental problem is that the State has failed to spend less on culture, represent only 19% of total expenditure. The problem lies in the autonomous regions or municipalities that have reduced investment in more than 60%. An example: thanks to the contribution of the Secretariat classical theater festival de Almagro has maintained its budget. "■ "This country can not afford any of the 17 museums that depend on the state closed, the files where they keep the collective memory of our country are harmed, or curtail the ability of researchers to access them. Clearly that the activity of the centers and the technical units of INAEM and the General Directorate of Fine Arts can not close or be constrained in their freedom of action. "
Daddy State
■ "I recognize that our country's cultural policy has revolved around a policy of subsidies, not responsible for returns of the beneficiaries. About 60% of expenditure is located in the maintenance of archives, museums, international policy diffusion film , ... The remaining 40%, which has prime cuts policy has to do with the grants, often for no strategic thinking. "■ "For Spain to achieve the levels that represent the cultural industries and culture in the U.S. who are above 12% of GDP need a strategic plan for cultural policy that Spain has not had."
Future law of sponsorship and patronage
■ "For that culture can be interpreted as a state policy would be very important to address it from a perspective that reconciles the public and private, something behind what this Government is, myself in particular: a law of sponsorship and patronage.■ "It is difficult to implement it as a very important part of the spending has been sustained in the grant and transfer of capital. Changing convince Treasury model implies that this strategy should be replaced by a policy of incentives, micromecenzago is say, a very different cultural policy. This requires a very large teaching work with the Ministry of Finance. "■ "I hope to be ready in Congress later this year, but we have to discuss when incentives are effective. You can have a law soon but with a suspension in the implementation of incentives until you reach a balanced budget."■ "It seems very sensible French law which means between 60% and 70% of deductions."
Internet: new model of cultural development
■ "emerging sectors suffer in their accounts. Internet is a digital content market extraordinarily changeable and fluid that can be a turnoff for many cultural industries. The future lies in developing an operating model as agile as possible in a legal security context of digital content. "
