The Health and Social Consortium of Catalonia (CSC), one of the major players in the Catalan health, has had to mortgage its headquarters on Avenida del Tibidabo, to meet the liquidity needs of its group companies. The loan, signed with BBVA in April 2010, there had leaked so far and has allowed the public body to obtain one million euros to return in ten years at an interest rate of Euribor plus 1.9 points.
The CSC controls more than 20 public hospitals and health centers through which manages about 300 million of the departments of Health and Welfare. In recent months, the company also has been involved in several cases of irregular payments and contracts that have rocked the Catalan health and have benefited their managers, as Ramon Bago-former mayor of Calella by CiU and owner of the group Serhs business-and Carles Manté, former director of the Catalan Health Service.
CONSORTIUM OF HEALTH AND 'HOLDING'. / The Country
Although relatively unknown among the citizens, the CSC has been a key player in public health in the last 30 years and is the most influential body and has accumulated more power in the development of so-called Catalan health care model. This is based on the role of the Department of Health as the funder of the public hospitals, the PHN, its acronym in Catalan by way of agreements, concerts, giving full facilities management autonomy.
It was the decision of the Government not to take over the management of the hundred of hospitals operating in Catalonia in the 80's, when the state transferred the medical skills, which led some centers to partner in 1983 in what was dubbed as a Consortium Hospital of Catalonia (CHC), predecessor of the CSC. Many of these hospitals were municipally owned, which explains that the CSC is a "Local public entity and membership base," according to its statutes.

This explains why the structure of both groups is almost identical and that, in addition Abelló, other senior officials in Reus, president of ICS as Josep Prat, have played a key role in the history of CSC.
The holding of the CSC is now composed of a head-CSC SA-and seven companies, as well as a foundation, whose influence extends over much of the Catalan health system. In total earning more than 50 million euros and, although there is turnover among group companies and the holding company is also working on the rest of Spain and abroad, most of their income comes from the Catalan health.
In the CSC lives as well, a double logic. The association of the entity that provides services, advice, tender, employers ... - the 40 municipalities and 200 associated socio equipment, and business, which aims to increase and consolidate their income. The headquarters of CSC illustrates the apparent contradiction may occur between the two facets.
