The Chinese reaction was not long in coming. Beijing announced on Wednesday it has launched an investigation into the European wine for alleged dumping (selling below cost price) and receiving subsidies after European Union (EU) decided to impose tariffs on imports of panels Chinese solar.
The trade war is served. Brussels has now launched 31 investigations, 18 of which involve China. The greater the related imports priced below the cost of producing solar panels, cells and Chinese plates, a business estimated at 21,000 million euros, to which Europe will price, starting this Thursday, with a tariff of 11.8%, significantly lower than the 47% originally planned, which, however, has drawn the ire of Beijing.
The Ministry of Commerce of China said that Brussels has given the penalty despite the Asian country has made great efforts and has shown a tremendous sincerity to resolve the dispute through dialogue. Having failed to stall the measure, the response has been overwhelming. The ministry says it has initiated research on the European wine at the request of local industry, which claims that imported European wines "enter the Chinese market through unfair trade tactics as selling prices below cost and subsidies". He also says he has noticed "the rapid increase in imports of EU wines in recent years, and research that will manage according to the law."
Wine has become fashionable in China, where it is common to see the growing middle class enjoy a good drink in bars and restaurants. The country imported 430 million liters last year, more than two-thirds of which came from the EU, according to Chinese customs. Imports from France amounted to 170 million liters, despite the high prices that are usually wines in this country. Spain ranks second, ahead of Italy.
Economic Showdown
The conflict about wine significantly expands the economic clashes with Europe, which have included solar panels and telecommunications equipment from Brussels, and chemical and seamless pipes from Beijing.
The European Commission on Tuesday imposed tariffs on Chinese panels, despite German opposition and warnings from Beijing. EU Trade Commissioner Karel De Gucht said they were being sold in the European market to 88% below cost and that this practice was hurting the local industry. The initial tariff of 11.8% to 47.6% will August 6 occur unless negotiations with the Chinese commitment to tackle the problem.
The Chinese Commerce Ministry has called tariffs "against unfair rates photovoltaic products exports to Europe." "We hope the European side show more sincerity and flexibility to find a solution acceptable to both sides through negotiations." According to him, China does not want this dispute affecting all trade relations with Europe.
Risks for trade
The Chinese premier, Li Keqiang, entered directly in the conflict of the solar panels on Monday when he phoned the president of the Commission, José Manuel Durão Barroso, and warned that the dispute over solar equipment affects " fundamental economic interests "of China and could take a toll on the mutual relations at broader levels.
The EU is China's largest trading partner, while China is the EU's second largest trading partner after the United States. Chinese exports to the 27 members of the European bloc countries reached 290.000 million in 2012, while the opposite was 144,000 million euros.
China also faces U.S. complaints that gives subsidizes its solar panel manufacturers and harms American company. Washington imposed tariffs of up to 250% on Chinese solar panels last year.
