The People's Party, with the support of the PSOE, has vetoed the presence in the Congress of the two judges who have been most prominent in his criticism of the current law evictions. Neither Manuel Almenar, member of the Supreme Judicial Council and coordinator of a damning report against the system, or José María Fernández Seijo, the judge appealed to the Court of Justice of the EU Spanish law, will be heard in the House by deputies who work in the law that has to raise the necessary reforms. In neither planned auditions tomorrow and Wednesday there will be a single representative of the judiciary, the establishment that more closely meets the problem of evictions and has been noted for its mobilization on this issue.
Following publication of the report last October Almenar, social alarm triggered by the ravages of the crisis and several cases of suicides of people affected by the evictions, the government approved last November for urgent measures to halt the proceedings against persons in situations more precarious. Congress has to validate these measures and seek legal changes more depth.
The name Almenar to attend the committee had been proposed by the CiU and the popular group. Almenar, however, only received the call while the Catalan political training to see if he agreed his candidacy. It was ruled no one has returned to contact him. José María Fernández Seijo proposal would go to the PSOE, but on Friday received a call from the Socialists to warn that he no longer had. The members of the Committee on Economy and Competitiveness organized auditions Congress did manage to maintain, however, the appearance of Ada Colau, representative of the Platform of People Affected by the Mortgage, which opposed the popular group. His appearance the socialists claimed, CiU and the Plural Left.
Finally, only appear at the auditions six of the nineteen experts proposed by the groups. Two of them represent the bank and two others, to those affected. The final list is: Francisca Sahuquillo, president of the General Council of Consumers, Fernando Pedro Mendez registry law expert at the University of Barcelona, Santos González, President of the Spanish Mortgage Association, Julio Rodriguez, president of the Mortgage Bank, Javier Pellitero Rodriguez, deputy secretary of the Spanish Banking Association and Ada Colau.
Alberto Garzón, the representative of the United Left, deplored yesterday, as UPyD, removing the two judges called to appear, and blamed the PP to convert the auditions in a largely symbolic. "The PP is that it has forced only six experts and that they be heard in just fifteen minutes. The PSOE's practice is to agree with the PP systematically in the commission of economy and competitiveness of Congress. " The Socialist spokesman in the commission, Leire Iglesias explains that what his party wants is "to try to reach agreements." "We struggled to get Ada Colau and asked us to give up someone. The PP also has. We value the change to better government, which has gone from not wanting anything to throw reviewing this legislative process. " The popular MP leading subject, Pablos, Matos refused to talk yesterday with the country. He said through a spokesman that the PP seeks maximum consensus.
José María Fernández yesterday Seijo was perplexed by the situation created, while Almenar was more sympathetic. "The important thing," he says, "is that legislative action be more balanced for both sides in eviction proceedings." Despite having agreed, the socialist Leire Iglesias regrets the absence of both in Congress. "The fundamental problem is in the code of civil procedure and the report of last October judges coordinated by Almenar was very important in this regard. They know the procedures. "
The emergency measures adopted in November put on hold for two years evictions affecting the most vulnerable citizens. Leire Iglesias is urgent for further reform of the law to prevent abuse of law and excessive default interest. In fact, these suspensions have not stopped the proceedings. "After two years, according to our calculations, benefiting from these measures have increased, on average, its bank debt by 18,000 euros and still may lose their homes."
