Talk of reform and teaching models, but mostly discussed money. The Minister of Education, José Ignacio Wert, is meeting this afternoon with the regions to discuss the financing of the implementation of the Organic Law of Education Quality Improvement (Lomce). Just two weeks ago, the ministry sent to communities a new economic report that were five times the cost and it placed on regional shoulders the weight of the big fight Educational dropout reduction from the current 26.5% (one of the highest rates in the EU) to 15% set by the Europe 2020 strategy. The implementation will involve 408 million of direct costs, which would take the ministry, and a range of between 150 and 927 million per year to pay for the regions in terms of success in the return to classrooms of students who are now out of systems.
The latest draft of the Lomce admits that the cost of implementing the law "is very limited" for reform "of this magnitude" and notes even expected a reduction of these costs. It also makes the funding "to the available budget" authorizing the Ministry of Finance, which will be compensated, "where applicable, low in other programs of the department." Some communities, such as Catalonia, have already warned that the accounts do not add up and they do not have funds. The Catalan Minister of Education, Irene Rigau, ordered the withdrawal of the law after receiving the final draft.
Wert is expected to receive more repairs and other advisers autonomic response by the implementation of the reform, but where you get insurance today is a clear rejection on the street.
