Much of the income recorded in accounting extesorero manuscript bearing the People's Party, Luis Barcenas, violated the law of political party funding. Such assumptions could not have delivered donations through official channels or because the amount exceeded the statutory cap set for the same natural or legal person or because they came from people or companies they were forbidden to make contributions to parties. They are in that situation more than two thirds of the income recorded in these accounts, in which the expenditure side include regular payments on that money to members of the Popular Party leadership. That points to an alleged illegal funding, something the PP denies.
Revenue recorded.
The Organic Law on Financing of Political Parties which ran from 1987 until July 2007 noted that "parties may not receive, directly or indirectly, contributions from the same person or entity than the amount of 10,000,000 pesetas [60,101 euros] per year. Contributions were also prohibited from "companies through existing contract, provide services or perform any work or supplies for Public Administration," according to the law.
The notes recorded in the accounting records of the box Barcenas systematically skipped those two prohibitions. There are one-time revenues to EUR 250,000 and one person in one year to 400,000 euros. In more than 30 times the legal limit was exceeded, which rose to 100,000 euros in mid-2007.
The payments are primarily businesses and business name of the construction sector, which often hire regularly with management. Those with whom he has been able to contact the country have denied involvement. Sometimes there seems little doubt about the identity of the persons on the list of Barcenas, but others just see a name or a surname, which is not so clear.

Juan Miguel Villar Mir, President of OHL, and Luis del Rivero, president of Sacyr Vallehermoso, are perhaps the most famous people list Barcenas. Both deny categorically the contributions of 530,000 euros to 480,000 euros and attributed to them in the handwritten accounts. But they are not listed as builders main funders Barcenas box. The person to whom an increased volume of donations and income is José Luis Sánchez (sometimes figure with your full name and other JL Sanchez or simply as José Luis). In five years appear under that name, which may correspond to the promoter Malaga Jose Luis Sanchez Dominguez, founder and president of Sando, a total of 1.15 million euros. Sando has said in a statement that "neither Mr. Sanchez Dominguez, nor any representative of any amount Sando has delivered the Popular Party or Mr. Barcenas". On behalf of Manuel Contreras and M. Contreras include income amounting to about one million euros. Manuel Contreras Caro succeeded his father, Manuel Contreras Ramos, in 2005 as president of AZVI, an Andalusian family business with a long tradition.
Miscellaneous revenues involved in the plot Gürtel as Pablo Crespo, Juan Cotino (Sedesa) or Alfonso Garcia Pozuelo (Construcciones Hispanic) also exceed the legal limit. Above this threshold are also placed notes in which Barcenas Copasa collects revenue assumptions, Copisa, Aldesa, Ignacio Ugarteche (Urazca) and Antonio Vilella (Rubau). Other income more difficult to identify, because only appears a proper name or a surname. One of revenue collected in accounting Barcenas exceeding the legal limit is in the name of "Lee H." amounting to 15 million pesetas (90,150 euros) and appears to have been made in 1997. The following year other income figure of four million pesetas Hierro Lopez. COUNTRY yesterday got in touch with the current husband of the secretary general of the PP, Dolores Cospedal, whose name is Ignacio Lopez del Hierro and has been a director and manager of real estate companies as Bami or Metrovacesa. Iron Lopez denied that this point can be referred to him. He said that he has never made a contribution to the Popular Party, said that at that time had not yet been incorporated into Bami and was an executive ONCE untrained for such disbursements and had no connection whatsoever with the PP and then known Cospedal .
Miscellaneous revenues involved in the 'plot Gürtel' as Crespo and Juan Pablo Cotino (Sedesa) also exceeded the legal limit
The penalty for accepting donations in excess of legal highs or provenance was prohibited by law until 2007 a fine equal to twice the contribution illegally received. Moreover, that law required all private donations abonasen "solely on accounts of credit institutions, whose only income will be from the same". From that point of view, all recorded in the notes box Barcenas seem beyond the law. Repeatedly in the papers it appears that the contributions are made in cash.
In the best of times, the box arrived Barcenas register a balance of over € 900,000. Records show that when the payments recorded after the dome or other expenses for the party was a remnant important case, this would be entering the donation account that the Popular Party had the Banco de Vitoria (later absorbed by Banesto ), which had an office near the headquarters of the PP. In handwritten accounting income Barcenas are 13 in the account for a total amount of 1.2 million euros. The destination on Barcenas accounts for the rest of the 7.5 million who passed through its box are payments to the party leadership and other operating expenses.
