 The National Commission on Competition and Markets (CNMC) has initiated disciplinary proceedings Telefonica Moviles Spain and eight entities that resell telecommunications services for alleged breach of different obligations related to mobile portability.
As reported Competition issues with portability (porting without losing the number) opens disciplinary proceedings for violations related to the sub-allocation of numbering and registration.
Together with Telefonica, the file opens to Ocean's Network, Official College of Pharmacists of Madrid (COFM) Farmacèutics Collegis Consell de Catalunya (CCFC), Royal Telecom, Notarial Certification Agency (Ancert) Air Digital, Termilin Group and Integrated Smart Solutions Group.
Competition explains that the investigation began in 2012 following a complaint from the Association of Mobile Operators for Portability about potential irregularities in portability.
A Telefonica Moviles Spain is accused, on numbering, for violating "the conditions determining the powers" and not to grant "rights of use of numbering resources", which could pose a "serious infringement".
Beside this, he is accused of breaching techniques portability specifications, which could pose a "very serious infringement".
As for the other eight entities are charged with conduct contrary to the law on registration, numbering and mobile portability, which could be punishable as a serious or minor infringements, as appropriate.
Competition recalled that the opening of this procedure "does not prejudge the final outcome of the investigation" and that has a maximum of 12 months to instruct and resolve cases.

 Die Nationale Kommission für Wettbewerb und Märkte (CNMC) hat ein Disziplinarverfahren Telefónica Móviles Spanien und acht Unternehmen, die Telekommunikationsdienstleistungen weiterverkaufen für angebliche Verletzung der verschiedenen Verpflichtungen zur mobilen Tragbarkeit eingeleitet.

Wettbewerb erklärt, dass die Untersuchung begann im Jahr 2012 nach einer Beschwerde des Verbandes der Mobilfunkbetreiber für die Portabilität über mögliche Unregelmäßigkeiten im Portabilität.
A Telefonica Moviles Spanien wird beschuldigt, auf Nummerierung, wegen Verstoßes gegen "die Bedingungen zur Festlegung der Rechte" und nicht zu bewilligen "Nutzungsrechte der Nummerierungsressourcen", die eine "schwerwiegende Verletzung" darstellen könnten.

Wie bei den anderen acht Einheiten werden mit dem Verhalten gegen das Gesetz über die Registrierung, Nummerierung und mobile Portabilität, die Strafe als schwerwiegende oder geringfügige Verstöße, soweit angemessen sein könnte, belastet.
Wettbewerb erinnerte daran, dass die Eröffnung des Verfahrens "nicht greift dem Ergebnis der Untersuchung", und dass eine maximal 12 Monate zu unterweisen und zu beheben Fällen hat.
