The Government has given its approval this afternoon to a bill on the unit market, a move that will allow businesses and professionals to operate and offer their services throughout the country with a single license. Incopora regulatory reform to remove barriers and mechanisms to avoid creating new, but may conflict with the legislative framework currently in place in some communities such as Catalonia.
When in force, which takes a few months, any business or professional who produces goods subject to technical specifications that have been licensed to a community, you can also market their products in any autonomy. This same principle is followed for the services. The basis of the law, according to the Government, it rests on a premise of mutual trust between governments and their respective regulations.
The Deputy Prime Minister, Soraya Saenz de Santamaria, stressed that the new standard aims to ensure the free movement of goods and services throughout the country and eliminate the cost involved in having to accommodate different regional standards, and has ruled that will cause tensions with communities. The vice president, who recalled that the measure was a classic claim companies both within and outside the country, said that entail an average increase of GDP of 1,500 million euros over the next 10 years.

The implementation of the standard had already been brought forward yesterday by the Prime Minister, Mariano Rajoy, in his appearance before reporters in Lima by the Peruvian leader Ollanta Humala. With this law, inspired by the original legislation that is based on the Single European Market, the Popular Party government fulfills one of his main promises after coming to power in December 2011.
The project presented by the Executive is the result of a working group led by the Ministry of Economy but which involved other departments. To coordinate the communities, which in essence are the ones who decide what are the requirements for companies to offer your services or sell your products on their territory, they will launch a national council of unit market to improve cooperation between administrations.
Also enable operators to report to this body acts or government sanctions that they believe violate the market unit.
"The lack of market unit incurs an unbearable," he said last May the Secretary of State for Trade, Jaime García-Legaz. Although Garcia-Legaz promised that the new legislation will show "full compliance with autonomy and competence", regulations and code of Catalonia consumption, for example, requires Catalan etiquetajes and advertising can be a source of new conflicts to join existing between the central government and the Generalitat.
In addition, the rule includes an additional provision for the platform include public sector procurement tenders of all administrations, in order that everyone can meet the recruitment needs of any administration.
