The Finance Minister Cristobal Montoro has revealed this morning that of the 19.3 million taxpayers who are in Spain, only 7,000 have annual income above 600,000 euros. Their number therefore remains at the same levels as in 2011 after posting a sharp decline of 24% between 2009 and 2010. From there, 16,000 people receive income of between 300,000 euros and 600,000 euros. These have been part of the data that the minister has given this morning during the presentation of the result of the closing fiscal 2012. In his speech, the head of the department has placed special emphasis on enacted tax changes aimed at improving recovery have impacted equitable between the most and the least.
On the latter, 34% of taxpayers (6.5 million people) earn less than 10,000 euros a year, although the percentage rises to 66% if we take into account the people who charge up to 20,000 euros (6, 1 million people). Meanwhile, 1.6 million people have incomes of between 20,000 and 30,000 euros, equivalent to 17% of the total. The remaining 3.3 million people paid between 30,000 and 300,000 euros a year.
Despite disparities in the distribution of resources for taxpayers, Montoro has said that 80% of the additional tax on personal income tax has assumed 20% of those with higher incomes (taxable income exceeding 30,000 euros per year). Thanks to the rise of the sections, which raised the personal income tax withholdings from 0.75 to seven points based on the amount charged, revenue from this tax was increased in 2012 to 815 million to 70.619 million, 1.2% more. Without the increase, which allowed enter additional 3.525 million, revenues would have declined by 3.9%, a decline similar to that calculated for the gross income of the household.

On the resulting set of 2012, the Minister has assessed that the State met its fundraising goals in 2012 after the tax increases approved and that in addition to income tax, VAT and Companies affected. These measures have helped to raise a further € 11.237 million in 2012.
Besides bringing some changes in income tax, the increase in installment payment allowed companies raise over 5.925 million and 2.441 million increase in VAT. Along with this, changes in Excise were obtained 301 million euros (236 million for the change in the types of snuff and 65 million by the suppression of the return of diesel). To this must be subtracted 1,360 million for the adoption of other measures.
Treasury estimates that without these measures the net income would have been dropped by 2.7%, in line with what has come down domestic demand. Overall, noninterest income amounted to 215 517 000 211 089 versus budgeted. Tax revenues reached 168.567 million, 4.2% more than in 2011
Throughout February, added Montoro be published aggregate data deficit, which for all Administrations should drop from 8.9% in 2011 to 6.3%, although in this case it is less clear that go to the goal. However, although the minister has refused to move a figure, yes is confident that there will be bad. "I hope they are good. If the closure of income, which is the most difficult, is there, the cost, which is what is controlled, it will not be less," he said.
The Government approved upon arrival to power in late 2011 a rise in labor taxes that took effect since early 2012. However, in view of the deficit was still not under control and pressure from Brussels, that after the bailout of the banking expanded its capacity to condition the decisions of the executive, also raised the VAT from September, which became general type from 18% to 21% and, in the case of reduced from 8% to 10%.
Both measures were not included in its election manifesto, in fact, the PP had been radically opposed in the past to raise the VAT, but then justified according to the Government, there was no alternative to complying with the mandate to reduce the deficit.
Alongside these fiscal change, the government also amended the corporate tax and imposed a minimum installment payment for large companies. This measure sought to curb the collapse of the state revenues derived from corporate profits, which between 2007 and 2011 had fallen by 64% by the crisis. In addition, following the entry of Spain into recession in the just ended 2012 threatened to drop further. Within this package also limited the deduction of interest expense, which is what companies can save attributing losses.
When talking about the tax measures adopted to reduce the deficit may also include a tax amnesty. From these adjustments of assets and income abroad evaded, the government last year raised EUR 1.193 million, less than half of its initial target of 2,500 million.
