The diplomacy of crisis returns to the EU
Van Rompuy in Berlin today starts a round of consultations with the Governments of Germany, France, Greece and Italy

The President of the European Council, Herman Van Rompuy, is meeting today in Berlin with Chancellor Angela Merkel, on the first leg of a round of consultations with the Governments of Germany, France, Greece and Italy. The Belgian made with the top European executives announced Monday for the next 22 and 23 November, which will address, among other matters, the Union budget for the coming years. Besides the visit to Van Rompuy, the German government's agenda set for this Tuesday a meeting between Finance Minister Wolfgang Schäuble, and the head of Greece's finances, Giannis Stournaras. In a new implicit support for the measure, German Chancellor Angela Merkel said on Monday his government recognized the "independence" of the ECB. Germany welcomes Draghi condition the purchase of a formal request for aid from the beneficiaries, which will force them to accept new austerity measures. The same day that the explanations are expected Draghi, Merkel will meet in Madrid with Spanish Prime Minister Mariano Rajoy. The head of the Italian Mario Monti will meet with European Commission President Jose Manuel Barroso.
In addition to the decision of the ECB in Frankfurt on Thursday, Europe is also pending Karlsruhe, where the German Constitutional Court will pronounce sentence on the 12th on the legality of German participation in European stability fund.
