Minister announces new anti-fraud legislation after starting the tax amnesty
He says the drop in revenues of 70,000 million since 2007 not only due to the crisis

The Minister of Finance and Public Administration, Cristobal Montoro, today defended the measures his department has prepared to fight what he described as a "significant increase" in the black economy and tax evasion in Spain. This has been assured the minister during the general debate at the Congress of the Bill to amend the budget and tax legislation and adequacy of financial regulation for the intensification of the actions in preventing and combating fraud.
Montoro has championed a bill that incorporates measures "very important" among which highlighted the limitations of the cash payment to 2,500 euros in transactions involving any professional. Furthermore, no unreported income forfeited and shall be charged to non prescribed last fiscal, while precautionary actions reinforce the tax, including embargoes, to prevent the alleged evaders become insolvent or raise their property.
This new legislation comes after the Government put in place a tax amnesty this year. Although the Ministry does not provide any data on the effectiveness of the measure, the collection had been minimal until last month compared to 2,500 million they expect.
Montoro recalled that between 2007 and today has been a drop in revenue is equivalent to seven percent of GDP (about 70,000 million euros), but has argued that this scenario can not be explained only by the crisis and the bursting of the housing bubble .
Rejection of amendments
The House of Representatives has refused to return the bill to the government, as requested by the Plural Left (IU-ICV-CHA), whose amendment has obtained full support only fifteen deputies against the 292 votes against PP, PSOE, CiU, PNV and UPyD. The president of the Plural Left, Cayo Lara, has defended his amendment back arguing that although the bill's measures "are positive, not fully correspond with the claim that tax fraud is more reprehensible than ever today because it causes suffering in many people, "as recognized by the Finance Minister Cristobal Montoro.
Lara has argued that if the fraud had been more aggressive in recent years in the current deficit would be two points of GDP, instead of nine, and had surplus in the public accounts if less economy. IU leader recalled that taxes are so called because "we have to impose, if it would be charitable."
Treasury spokeswoman PP, Ana Madrazo, has criticized IU-ICV to start back with an amendment to deal with a project whose objectives are in line all formations. "They should make proposals for amendments to end in that way to combat fraud," he scolded.
Socialist spokesman for Finance, Pedro Saura, believes the new law is "inadequate, has no ambition." "It's a whitewash tax amnesty, and is necessary as a strategy in Spain and international action to combat fraud", has claimed the deputy, advancing the PSOE propose amendments to create an Office of Fraud , comprehensive annual plans or measures at Community level because "fraud is the plumber or electrician."
