The government has come out in support of the automotive industry with a new plan of aid for the purchase to boost a market that is at low ebb, both in sales and manufacturing. The owners of a car over 12 years (10 years for light commercial vehicles) to be changed by a new low consumption and emissions will receive 2,000 euros in aid. The price of the vehicle purchased may not exceed 25,000 euros (excluding VAT), except in the case of an electric or plug-in hybrid.
The Administration will pay $ 1,000 of that aid, while the manufacturer or importer finance same. The new plan is called PIVE (Incentive Program Efficient Vehicle) and will apply from next Monday until March 31, 2013 (or when funds are exhausted, 75 million), according to a statement from the Ministry of Industry. The condition for receiving these grants is to acquire electric vehicles, hybrids, plug-in hybrids, conventional low-power or powered by gas. The details are available on the website of the IDEA, which helps articulate (www.idae.es).
The old car must be low for achatarrado. The goal of industry is that 75,000 vehicles are replaced with this plan. The department led by José Manuel Soria estimated energy savings associated with this initiative will be around 26.1 million liters of fuel a year, equivalent to 166,000 barrels of oil, which means a saving of 16 million euros a year.
The new aid plan, an initiative led sector claiming for months, comes despite the Industry Minister Jose Manuel Soria, ensure in September that there was no budget for direct measures of this type. But bad data from this market (this year is expected to be sold less than 700,000 vehicles and are manufactured under two million units, the lowest levels since the early nineties) seem to have changed his mind to the Executive. Moreover, the drop in sales has led to an aging fleet, the oldest in Europe after Greece (almost half the cars in circulation in Spain has more than ten years old).
For the industry, the news is a relief. "This bill is an important step towards an industrial policy that highlights cross both commercial and industrial aspects of the entire industry value chain. The car relies on our country as industrial and commercial location, "said the major associations of manufacturers and dealers (Anfac, Faconauto, Aniacam and Ganvam) in a joint statement. They also recalled that "this year [in the industry] have announced investments of 800 million euros and in this environment, it is essential to recovery of the internal market". Spain has installed nearly a dozen factories.
The last plan of aid for the purchase of cars, the 2000E, launched by the former Minister of Industry, Miguel Sebastián, was a respite for the sector. The management of manufacturers Anfac calculated at the time that the plan contributed, in 2009, the year of its entry into force, to preserve 30,000 jobs in the automotive sector. In the first half of 2010, the last in effect, managed to grow sales over 40%. The plan called for aid of 500 euros for the Administration to purchase a new or used vehicle, and a discount of 1,000 euros from the manufacturer or importer in the case of vehicle first registration.
