The overall purpose of the reforms is to promote growth, with the liberalization of some sectors, a process that is very late because there was only measures on trade. Therefore, to avoid delay, the Government is obliged to specify the time to carry out the changes, as called Brussels thanks to the skills acquired in the excessive deficit procedure and the memorandum of Spain bailout. The Commission argues that will have a positive effect on public accounts.
