Economy Minister Luis de Guindos that Spain does not rule requested that European funds buy sovereign debt once they know under what conditions it is possible to intervene. In an interview with the German financial daily Handelsblatt, Guindos explains that "the meeting of the Governing Council of the European Central Bank on Thursday and the Eurogroup in two weeks will serve to clarify it." Addressing the Government and German readers, the Minister added that Spain respects "absolutely" the independence of the ECB and emphasizes that "reduce the deficit and pay off the debts are in the medium and long term, the key instruments to combat the crisis." He says not to expect that the ECB will supply these "national efforts", but notes that in the current situation "may be necessary for the ECB to act to counter doubts about the euro and make it clear that this is irreversible."
The ECB feels Mari Draghi said in August that the issuing bank will buy debt of countries which submitted a formal request to the European funds. Such request shall be subject to new counterparts, yet to be specified.
