Those responsible for European Affairs of the Twenty discussed Monday the cuts proposed by the Cypriot presidency of the EU budget for 2014-2020, and threatening European support Galicia, Andalusia, Castilla-La Mancha and Murcia because negotiations could finish making Spain a net contributor to the coffers. However, the Government has advanced the tough ask for compensatory adjustments posts already up against the deficit to prevent the aggravation of the economic downturn cut.
The Agriculture Minister Miguel Arias Cañete, has said Spain will maintain a posture "criticism" against the proposal. "It would be illogical to impose additional sacrifices, therefore, in the Council we have to set a Spanish position critical of negotiating proposals that the Cypriot presidency has put on the table," Arias Cañete summarized in relation to the severe economic crisis that through Spain and has been exacerbated by cuts to the deficit set up by the Government.
In fact, Secretary of State for the EU, Iñigo Méndez de Vigo, has revealed that the Government will ask the EU to offset the cuts and the "solid set" to be included in the State budget for 2013 presented this week by maintaining aid Community. "The idea that national adjustments budget adjustments must match level is wrong," he said. "I believe in the multiplier effect of the EU budget," he argued while has complained that, for this reason, contradicts the growth agenda agreed in June that European leaders. "We must take into account the economic crisis we are experiencing and help countries that are worse off," he insisted.
The debate on the EU budget is the beginning of the final stretch of the negotiations on the next financial perspective. The Cypriot presidency intends that European leaders agreed to close an extraordinary summit on 22 and 23 November and that the Parliament ratifies it before year's end.
Spain will most likely become first in net contributor to EU coffers narrowly. But if the cuts go ahead many countries want regional policy and agriculture, alleging the context of crisis, their net balance would worsen considerably.

The latest compromise proposal Cypriot president, who still does not contain figures, claiming cuts in all items on the Commission's initial proposal, which envisaged an expenditure of the EU during the period 2014-2020 of 971,000 million euros, 5% more than in the current financial perspective. "They benefit the countries that want to cut the budget," diplomatic sources explained.
The proposal calls into question that there will be specific support for the so-called "transition regions", those with a level of wealth per capita of between 75% and 90% of the EU average. This means that Andalucía, Castilla-La Mancha and Galicia lose most of the subsidies, against the initial proposal which envisaged Brussels maintain two thirds of the funds they currently receive.
In the same situation Murcia, although their level of support is lower in the current period and ceased to be a priority objective of regional policy to exceed 75% of the EU average GDP. Meanwhile, Extremadura maintain current subsidies 2007-2013 period as it is still below the 75% threshold.
In this regard, Méndez de Vigo asked that, when calculating aid to the regions, using data on more actualzados GDP to reflect the impact of the crisis and that mid-term review. It has also asked to remain specific support for the Canaries, while outermost region, and Ceuta and Melilla.
Most of NCCs to the EU budget, as the UK or the Netherlands, calls delete specific aid to regions in transition, according to diplomatic sources. But Spain is ready to give a "major battle" and could count on Germany as an ally because it also has regions in this situation.
Another risk is starting aimed at the common agricultural policy. In this case, the main ally of Spain is France, one of the main beneficiaries of this policy, but also has the support of Portugal or Poland to fight for aid to milk. The negotiating document reflects the Commission's proposal to freeze future European aid to countries that do not apply excessive deficit EU recommendations to correct the situation.
Spain and Portugal to ask aid milk are flexible
The Minister of Agriculture, Food and Environment, Miguel Arias Cañete, has called on Monday to Brussels "flexibility" so that they can allocate more funds to the CAP community support immediate measures in the dairy sector, affected by falling prices in origin and increased production costs. The petition is also supported by Portugal and Poland.
According to Arias Cañete recalled his arrival at the meeting of Ministers of Agriculture of the EU in the crisis experienced by producers in 2009 "were shuffled figures close to 20 million euros." "We do not put limits to European solidarity and we will see what we can put in place," he added before referring to the possibility of using "remnant community" to help the sector.
The negotiations on changes to the Common Agricultural Policy (CAP) reform which should come into force in 2014, is parallel to that of the EU budget for 2014-2020. Along with this, the ministers also discussed the delimitation of the most deprived areas would receive additional aid and the market management measures. He also asked that the new fund for crises in the agricultural sector is outside the budget framework.
The mechanisms of crisis management that defends Spain is the price revision with reference to active intervention, these mechanisms are "faster" and extending to "more sectors." On the contrary, the Government considers a "red line" that reduce direct payments per hectare.
