Motor fuels will rise again in early 2013 upon expiration of the tax exemption for biofuels. It is the way chosen by the Government to implement the hike in excise promised last July 11, when Mariano Rajoy announced in Congress hardest adjustment democracy. The change, which consists in a final disposition of the State budget adopted last June 2, will particularly affect the price of diesel, which is the most widely used fuel.
A European Union directive requires Member States to incorporate motor fuels a proportion of biofuels, usually alcohol from grain, sugar cane or palm oil. On this basis, currently 7% of the energy content of diesel must come from these sources, and 4.1% of gas.
According clarifies the Spanish Association of Oil Product Operators (AOP), the management of the oil, to meet the requirements of energy results in terms of volume, in which the diesel sold at the pump incorporates a 9% biodiesel while gasoline carry a 7% bioethanol or biomethanol.
In 2002, the government of José María Aznar those products exempted from taxes for a period of ten years. The aim was to encourage the oil industry to incorporate biofuels fuels, which were-and still are-more expensive than gasoline. Ten years later, and the necessity to obtain financing, the executive exemption left to die.
Budgets also unify excise, which taxes will be included retail fuel, which disappear after 2013. According to calculations made by this newspaper, the reform will increase the effective rate of excise duty on diesel by 9.9%. The special taxation of gasoline will also grow to just over 7.5%. While referring fuel prices before tax in July 2012, data released by the Ministry of Industry, the price of both gas and diesel would rise in January, depending on the autonomous region, between 3.5 and 4, 5 cents per liter. This calculation already takes into account the recent increase in VAT.
Increase of 666%
Those most affected is rising fuel vehicle owners to operate with a higher proportion of biofuels. The excise tax burden on bioethanol E85 (85% alcohol and 15% gasoline), again according to the calculations of this paper, a 666% rise. Between 2006 and 2010, were sold in Spain 6500 cars that consume this kind of fuel, according to the Spanish Association of Renewable Energy Producers (APPA), which has repeatedly called for the Executive Rajoy helps prolong the labeled fuels - E85-like to avoid a stampede of consumers.
The bioethanol consumed in Spain is, in its vast majority, imported from Argentina and Indonesia, which has led to the repeated complaints of the sector. Last April the government approved by decree blocking-Argentine imports in retaliation for the expropriation of the hitherto subsidiary of Repsol YPF, by the Executive of Cristina Fernandez de Kirchner, and the allocation of a quota of about five million tons to fifty Spanish biofuel plants. Until then, the flood of imported bioethanol had forced two thirds of Spanish factories to stop production.
