The National Commission of Markets and Competition ( CNMC ) has set the new method for calculating tolls and gas access charges , the receipt portion that remains regulated and set by the Ministry of Industry. The new model will replace the current one, which dates from 1998 with subsequent revisions , will average 5.4% rise in that part of the bill , according to a draft circular seen by COUNTRY , comparing tolls billed in 2013 with the former with those resulting from the application of the proposed methodology .
With the new calculation, the CNMC eliminates the tariff deficit in the gas - gap between revenue receipt and costs of companies , the agency said on his way to be structural . In 2013 the deficit reached 166.2 million euros the previous methodology , 2012 . For the current year , the CNMC assessed that 813 million deficit.
The June 2013 law establishing the CNMC accords jurisdiction creates new super-regulator , to establish a circular methodology for calculating tolls and fees for basic services access to gas facilities : transport and distribution , regasification storage and tanker loading .
Disaggregating each of these concepts , on average , regasification toll expected to rise 37.5% , canon underground storage 18.8% and tolls transmission and distribution 1.2% , according to the comparison of tolls charged in 2013 with the previous metdología and proposed the proposal.
In addition, the circular provides that accumulated in previous assessments of the implementation of the methodology diversion , assigning it to consumers as a uniform billing fees and tolls third party access to gas installations fee is charged.
The circular provides that the method is reviewed every four years or " when regulatory changes affecting the structure of fees and charges for access to gas infrastructure, the definition of the variables billing , cost components or circumstances occur duly justified special adaptations such as European standards . " However, the circular provides an exception to the beginning of its entry into force , with a review after two years , and a gradual implementation of the new canons over those four years.
In the last revision of December 30 , Industry rose by 2.3 % this part of the bill , although 3.2% cheapen the other part of the bill , the share of energy costs , made not moved climb some consumers .
The rules are much more detailed assessment of the costs, although experts consulted indicate that control of each of the concepts requires monitoring purposes for which the Administration has no capacity . Access fees include the charges related to the remuneration of the Technical System ( Enagás ) of 0.355 % , which would be 11.5 million euros.
