State Panama Canal Authority (ACP ) , delivered on Friday afternoon ( early Saturday in Spain ) consortium Grupo Unidos por el Canal ( GUPC ) led by Sacyr Vallehermoso, a new counter- shared funding for that " the maximum delay " resume works to expand the waterway , stalled since February 5 .
