The Bank of Spain is investigating the management of the Bank held in Valencia before nationalization to open a disciplinary inquiry into the entity if it detects irregularities. This was announced today by the Minister of Economy and Competitiveness Luis de Guindos, the full Congress, who advanced that if the opening of the case against the Valencian entity shall be given to the attorney "immediately". He added further that the decision of the Bank of Spain will take on a "short time".
De Guindos made the announcement in response to a question by Mr Alvaro Anchuelo UPyD, I wanted to know how to have injected an amount as "outrageous" (5,500 million euros) in a body so small, especially when the consulting firm Oliver Wyman estimated at the time that it was sufficient to 2,500 million to address a scenario "very adverse".
"The situation of Banco de Valencia was extremely sensitive from the point of view of liquidity and solvency," de Guindos, who recalled that the European Commission did not authorize that the bank could continue its journey recapitalize and because "it was not a viable entity" .
Therefore, said the minister, as explained yesterday in the Economic Committee of Congress, had two choices, liquidate or sell (the Bank of Valencia), and the last was the cheapest.
We evaluated both, recalled, and the settlement was commissioned a report from the consulting firm Oliver Wyman, who said it would cost between 5,600 million and 7,400 million.
Subsequently the FROB asked three independent reports that ratified this range, because the average was at about 6340 million euros.
Parallel began the analysis process for the sale and three bids were received, of which the one with the least cost to the taxpayer was to CaixaBank, which eventually led the Bank of Valencia by a symbolic euro and aid 4,500 million.
In addition, the bank CaixaBank receive free of much of their toxic assets that will be transferred to "bad bank" scheme and shields you from potential losses and that, according to the Bank of Spain, can cost about 600 million.
Also, the High Court has opened two cases against Valencia entity, one initiated by small shareholders of the bank and the other, following a complaint-complaint filed by the FROB against Jose Luis Olivas, Aurelio Hernandez and other former executives by taking stakes Castellón Urban Development (FUCSA) in Aguas de Valencia.
