Bolivia on Sunday pledged to pay "fair compensation" to Iberdrola after the expropriation of four subsidiaries with which Spanish power operates in the Latin American country, as said Vice President Alvaro Garcia Linera. The Bolivian government hopes to have a meeting "cordial" the first week of the year with Iberdrola executives.
Evo Morales's team insisted that negotiate compensation after an independent firm determines the value of the assets, which in Spain industry sources estimated at 100 million dollars (75 million euros). Garcia Linera said that the government will not act "arbitrarily". "There will be a respectful treatment of investors," he said, a day after the Spanish government requested fair compensation to the Bolivian authorities.
"I guess they [the representatives of Iberdrola] be here next week, we'll talk with them always in a friendly atmosphere to see how we can reach a settlement that is favorable to both parties," said Oil Minister and Energy, Juan Jose Sosa.
Morales decreed on Saturday the expropriation of two electricity distribution in the regions of La Paz and Oruro, a service company and an investment manager-all controlled by Iberdrola, alleging they charged more than double to consumers in rural areas . This is the second nationalization targets a Spanish company in less than eight months in Bolivia. Last May, the firm expropriated Morales Transportadora for Electricity Grid, which has not yet been compensated.
The National Electricity Company, recipient of the expropriated property, told Radio Panamericana de La Paz which expires on January 18, the 180 days allowed for the assessment in the case of Transportadora de Electricidad.
Opposition criticism
The expropriation of the subsidiaries of Iberdrola has been criticized by the opposition. Political opponents of Morales believe that nationalization is merely a smokescreen to divert attention from the investigation of the prosecution of the worst corruption scandal in the seven years of managing Morales.
The intervention of actor Sean Penn for his compatriot Jacob Ostreicher, in custody for 19 months, has uncovered a network of extortionists who has worked, apparently several years, from the executive in collusion with judges and prosecutors to get money of the defendants in court in exchange for some benefit, such as transfers of prisons or facilities for free. At least a dozen were arrested exautoridades.
The leaders of the opposition Movement Without Fear of Government called the measure "a new millionaire term acquisition of shares deferred". The document given to the local media stated that the nationalization decree is "improvised and situation" and attempts to conceal corruption allegations.
Criticism also has come from employers, who consider nationalization may scare away foreign capital. Spain is the second largest investor in the Bolivian world-second only to the United States, thanks to the presence of companies like Repsol, mainly, or Iberdrola (until Saturday). Repsol's investments constitute almost 80% of Spanish investment in the Andean country, where they also have a strong presence, among others, the concessionaire Abertis, BBVA, publisher Santillana, AENA or Maxam explosives manufacturer.
