Arms exports do not understand ideologies or political affinities. Defence Minister Peter Morenés, called on 18 July in Congress to Venezuelan President Hugo Chavez, a "great friend of Spain." No wonder. During the first half of 2012, the first with PP government, Venezuela was the first customer of the Spanish military industry, with 164.03 million euros, 26.48% of the total, according to the report submitted to Congress by the Ministry of Commerce. Since it was in 2011 through the sale of eight patrol Navantia, which negotiated José Bono during her defense minister, which earned him harsh criticism of the PP.
The problem is that the seventh of these vessels was delivered in April and the eighth will be built in Venezuela with Spanish technology so shipyards in Puerto Real (Cádiz) are out of work. In fact, sales have barely managed to offset Chavez to two megadeals with Norway and Australia, so that exports of defense equipment plummeted by 43.7% between January and June this year from 1099, 8 million in the same period of 2011 to only 619.4.
The countries of NATO and the EU accounted for 56.86% of exports of defense material, thanks to multinational programs (hunting Eurofighter, A400M transport plane or helicopter Tiger) and the supply of fuel to U.S. military States, Greece and Turkey. Apart from these countries and Venezuela, Ghana stand sales (a plane carrying troops and goods, 26.87 million), Mexico (maritime surveillance aircraft and parts, 22.75) and Chile (ammunition, bombs , electronic components for submarines, 11.1).
Revolvers and rifles for the U.S. market
With 270 million firearms in civilian hands, almost one for every inhabitant-, the U.S. market is the most attractive in the world for manufacturers of guns, rifles, pistols and machine guns. Nearly 95% of weapons of less than 20 millimeters caliber Spain exported in the first half of this year were destined for the U.S.. Ie 8.019 million euros of a total of 8.534. The second client, Germany, bought only 143,820 euros.
U.S. is also the largest purchaser of Spanish arms for hunting and target shooting, but in this case its not so overwhelming hegemony: the 5.3 million euros for the U.S. market in guns and pellets represent a quarter of the total. If the Obama administration takes out his plan for the control of firearms, following the massacre of December 14 in a nursery, some Spanish companies may also shy away.
The Government refused to dispatch two shotguns items to Canada and Equatorial Guinea, and the sale of cartridges to Kosovo, whose independence is not recognized by Spain, for various irregularities that aroused suspicion. Instead, it authorized a small export of lead balls and buckshot Mali for 11,073 euros.
There were also two denials of dual-use (civil and military) to India (a validation code) and Togo (a game of chemicals), and revoked the permission to sell machine tools to China, the risk of diversion missile production. Nevertheless, sales of dual-use increased by 300%, from 36,900,000 to 147,900,000. Exports to Iran, which sank in 2011 by international sanctions, recovered slightly between January and June, to 15.4 million.
The Government denied permission to temporarily exported to Libya a transport plane for a show, because the embargo imposed by the EU, and two operations with Bahrain and night vision goggles and shooting observing systems for mobile turrets, the internal situation and the risk of diversion. The repression of the Shiite uprising in the tiny Gulf kingdom did not, however, sell bombs, torpedoes, rockets or missiles by 7.7 million. The Arab countries are among the best customers of Spanish arms, highlighting Saudi Arabia (3.7 million), Egypt (2.9) or UAE (2.3). In Israel sold only 265,202 euros.
Venezuela was not only the largest buyer of Spanish weapons, but also the second in riot gear. The Chavez regime bought cartridges propellants for aerosols and fireworks Exploded by 399,717 euros. Sales of this type of material added 1.7 million, with an increase of over 600%. The best customer of this material was Peru (900,662 euros) and the third, Tunisia (387.725).
